HomeMy WebLinkAbout09-08-1981 Regular MeetingThe Planning & Zoning Commission met September 8, 1981 at the City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama at 5:00 p.m. Present were Pierce Frederick, John Parker, Cecil Pitman, Roy White, Harrel Holder, Jack Kirk, Cindy McBrearty. The Commission was shown a revised layout on Town & Country subdivision off of Nelson Road by Charlie Byrne of Moore Engineering and Jack Pope. This layout showed a holding pond on the Southwest corner with 11 lots on a cul-de-sac. The Chairman questioned Mr. Byrne about the holding pond plan. Mr. Byrne said the water would flow out of the pond at 8 Cu.Ft. per second, approximately what it flows now. Roy asked Bob if he had reviewed the layout. Mr. Byrne told the Commission members that the pond was not designed to hold the water, it was only designed to keep the flow down Nelson Road what it is now. Mr. Pope remarked that the back of the lots would be raised along Nelson Road so the water would run back to the front of the lot and then to the holding pond. It was determined that this was a pre- liminary sketch only, no action is needed today. John Parker suggested that we needed to independently answer the engineeri question, but"all agreed it looked okey, and told Mr. Pope that we would like to confirm the drainage design and verify the engineer's figures. The Adalade Malone subdivision application was discussed. Mr Lunsford advised the Board that it met all regulations of the K-3 zone. Cecil Pitman moved that in view of council's action and Mr. Lunsford's comments that it meets requirements that it be granted approval as submitted. E.J. Kirk seconded and motion carried unanimously. At this time the Board considered the zoning amendment changes compiled by Cindy McBrearty, Bob Lunsford, and Don Pruitt and which were presented in condensed form at this meeting. In the discussion it was decided to include in the definitions Article VIII section a definition that would cover the phase Uses Permitted on Appeal in the ordinance. Bob brought to the attention of the Commission three things that the Mayor wished considered that caught his attention. Une, being that under permit review that the Building Official be allowed to issue all building permits without review by the Planning Commission. Two, being under 7.8 establishment of the Planning & Zoning Commission it states that appointment! to the Commission be made by the Mayor on recommendation by the Commission, discussion led to "on recommendation by the Commission" being deleted, and they thought special meetings would be an answer to reviewing building permits so there would not be unnecessary delay. Also Section 6.946 on Curbing! was discussed. the Commission felt that the wording was adequi to cover requirement for solid curbing. Cindy McBrearty moved that the Planning & Loning Commission accept for recommendatioi these changes and forward said recommendation on to the City Council, Harrel Holder seconded and motion carried unanimously It to At this time the Chairman brought up a letter Louis Girdler had written after the last Planning & Zoning Commission meeting questioning whether or not their requirement for fencing was in the ordinance. the Commission asked Mr. Lunsford to convey to him that they wished him to come back with landscaping/fencing plans to show what he proposed. the Commission thanked Mr. Kirk for continuing to prepare dinner for their Study Session meetings which are usually held at the Fire Hall. Meeting was duly adjourned.
