met on January 5, 1981, at 5:00 p.m. at the City Administra-
tion Building, 387 Fairhope Avenue, Fairhope, Alabama.
Those present: John Parker, Cecil Pitman,
Pierce Frederick, Jack Kirk, James P. Nix, Roy White,
Harrel Holder, Ted Bennett, Mrs. Cindy McBrearty
The minutes of the December 1, 1980 regular meeting and
the December 18, 1980 special meeting were approved on
motion by James P. Nix, seconded by Harrel Holder, and
unanimously carried.
The Board was approached by Bob Young representing the
Thomas Hospital new construction. He showed the Board
a landscaping and parking site plan and remarked that
they were entering Phase II of the project. Mr. Lunsford
was asked if he had looked over the construction and if
there were any problems. He remarked that he had, and
that they did meet the requirements of the ordinance as
far as their planned parking. Mr. Nix moved that the
building permit be issued, Ted Bennett seconded and motion
carried unanimously.
Ack Moore came before the Board on the request for final
plat approval on'Town & Country Estates located on Nelson
Road. The meeting that Mr. Nix, Mr. Lunsford and Mr.
Rutherford had with the State and it resulting in the feeling
that they had done all they intended to do in this area
other than grassing the side of the road to help prevent
runoff was brought out. The meeting with the Council and
the discussion of the overall drainage problems in the area
and the fact that drainage is being worked on but Mr. Pope
not counting on the City to alleviate the drainage runoff
in this subdivision was brought out. Don Pruitt brought to
the Board's attention that this application had been denied
at the July 1980 meeting and if the Board was going to
rehear the subdivision application at this time they needed
to make a motion -to that effect, as a new application had
not been submitted. Mrs. McBrearty made the motion, but it
died for a lack of a second. It was suggested to Mr. Pope
that two alternatives were decrease the density of the sub-
division, or run a drainage pipe down Molokai Lane. Mr. Pope
remarked that the expense involved would be unreasonable in
a subdivision of this size. Further discussion led to Harrel
Holder advising Mr. Pope that he ought to pursue, with the
help of the Mayor and Mr. Lunsford, seeking help from the
County as they had recently taken over roads and Nelson Road
would be under their care. Also approach the property owners
to see if they would share in the expense of installing the
pipe down Molokai Lane if necessary, then we would reopen this fol
discussion at the next meeting.
Art Rigas addressed the Commission on a change he wished to
make on Lot 15-A,of Greeno Park. This had been discussed at
the last meeting and on the prints there was a drainage easement
drawn. Mr. Rigas said he had learned that the real estate people
had given an option on some property that overlapped the proposed
easement. He was asked if this had already been recorded. He
replied no. Mr. Lunsford said that this was not a requirement.
John Parker moved that the Commission accept the deletion
of the easement as requested, Harrel Holder seconded and
motion carried unanimously.

At this time the election of officers for the coming year
was considered. Mr. Pitman moved that Pierce Frederick
be nominated for the Chairmanship sâś“conded by Harrel Holder
Mr. Nix moved that nominations be closed, Roy White seconded
and by unanimous vote Pierce Frederick was elected.
For Vice -Chairman, John Parker nominated Ted Bennett, Cindy
McBrearty seconded. JP Nix moved nominations be closed, Roy
White seconded, and on unanimous vote he was elected.
For Secretary, Cecil Pitman nominated Harrel Holder, seconded
by Roy White , John Parker moved nominations be closed seconded
by J.P. Nix, and on unanimous vote he was elected.
There being no further business, meeting was duly adjourned
on motion by Cecil Pitman seconded by J.P. Nix
