HomeMy WebLinkAbout07-22-1980 Special MeetingThe Planning and Zoning Commission of the City of Fairhope met for a
special meeting on July 22, 1980 to consider the application of
Carson Rockett for preliminary site plan on his development at Cold
Springs Harbor. The meeting was held at the City Administration Build-
ing, 387 Fairhope Avenue, Fairhope Alabama at 5:00 p.m.
Those members present: Chairman Leona Newman; members Pierce
Frederick, Ted Bennett, Roy White, F. Jack Kirk, James P. Nix,
Jack Stipes, John Parker and Planning Consultant Don Pruitt
Mr. Rockett came before the Commission showing the site plan. He remarked
that the plans consisted of ten building lots with eight units per building.
That this was a six year building program. lie had been working with the
City on the sewage plant lift station. Thd:; first units he wishes to build
will be one and two on Section Street. That sixty percent of the land will
be open, that he plans to conform to all the city codes. He was asked if
he had done anything to stabilize the grounds outside of the area he was
talking about. He remarked that he had sodded certain areas with good
results. It was pointed out that final layout approval of the site plan
does not authorize construction of any units. The maintenance of the units
and grounds was discussed and whose responsibility. He is to furnish a
copy of the by-laws.. Don Pruitt's comments were pointed out to Mr. Rockett
as something he needed to adhere to before any further action is sought,
they were as follows: a. submit a detailed grading and drainage plan,
b. submit street profiles indicating street grades and cross sections,
c. provide concrete curbs and gutters on all of the internal streets
including existing Marina Drive, d. submit a complete set of construction
plans applicable to sanitary sewers, water, gas, and other utilities.
He said he understood these guidelines. Further discussion led to John
Parker's motion to approve the site plan for roadways, building positions
and boat basin. Jack Kirk seconded and motion carried unanimously.
Louis Girdler came before the Commission to get some direction on his
proposed plan to build townhouses on a piece of property located on
the corner of Mobile Avenue and Pier Street. He showed the Commission a
drawing of a single building with four units. He remarked that he knew
he was going to have to go before the Board of Adjustments as he needed
three variances:
Lacks two feet in the buffer zone requirement
Has 97% of the total land requirement
Lacks five feet in the rear yard requirement
Mr. Girdler thanked the Commission for their time and said he appreciated
the input.
Mr. Boom of Delta -Mart came before the Commission with his changed plans.
(See minutes of 7/10/80). He remarked that he had eliminated the canopy,
was only planning to refurbish the pump island, changed the parking to comply,
repaving the surface, pave the N.W. corner and he would try to put some type
of greenery on the corner. Bob Lunsford remarked that he is in compliance
with the ordinance.There was no commitment made on landscaping. J.P. Nix
moved for approval of the changed plans as presented this evening, John Parker
seconded and motion carried.
Mrs. Newman asked if the Commission wished her to continue to decide who would
be heard at special meetings. The Commission voted on motion by John Parker
to leave this to her judgement. J.P. Nix seconded and motion carried.
Meeting was duly adjourned.
