HomeMy WebLinkAbout10-17-1979 Special MeetingThe Planning & Zoning Commission of the City of Fairhope held a special meeting,on October 17th, 1979 at 5:00 p.m. at the City Administration Building, 387 Fairhope Avenue. Present: John Parker, Chairman; Members Leona Newman, James P. Nix, Pierce Frederick, Ted Bennett, E. Jack Kirk, Cecil Pitman and Jack Stipes The meeting was called to discuss a request from Greeno Park Joint Ventures/ F.E.M.A. to build a temporary trailer village at a location on Greeno Road Southeast of the present Meadowview subdivision. I John Parker read a letter he had received from Larry Chason, Manager of Greeno Park Joint Venture(copy attached to minutes). Mr. Chason had been before the Commission some several months back and soughtlguidance as to the trailer village he wished to put on this site. The Commission told Mr. Chason that this was zoned for a�trailer village and to proceed with his plans but final approval would be needed before a building permit was issued. Art Rigas addressed the Commission stating that Ponder Engineering Co. had been employed as developer. That he had started on the plans when the request from F.E.M.A. came in to use this property. That all requirements for a trailer village would be met except that the government would not pave the streets, and would not put permanent concrete pads. But he would oversee, and the City would also oversee to make sure it would be built to City specifications. Mr. Nix mentioned that this site was the only one that had been found that would have utilities, that there is a need as there is a housing shortage and we would be helping F.E.M.A. out. That Mr. Killough, of, F.E.M.A. had assured him that after one year's time they could :return the site to its original state. But they were willing to.comply with our wishes completely on this project. Mr. Chason remarked that he hoped at the end of the year to continue his plans to develop this area into a nice, desirable trailer village. Mr. Chason was told that a temporary building permit was the only thing that could:be issued at this time as all the Zoning Ordinance requirements are'not being met. But at the end of that year(or before if he desired) permanent plans could be submitted and approved by the Commission. There was lengthy discussion on Mr. Chason's plans, F.E.M.A's proposal, and the Commission's reasoning. Mr. Nix put in the form of a motion granting a one year temporary building permit for the development, and at the end of that year have this brought back before the Commission with complete plans and all requirements met before any further occupation. Mrs. Newman seconded the motion, and it was unanimously carried. Mr. Parker brought to the attention of the Commission that there exists a parking problem at Stimpson Field and asked if something could not be done to alleviate same. Mr. Nix remarked that he would suggest a joint meeting between the Planning Commission and the Recreation Board to see what could be worked out. In an effort to provide temporary housing for these people, F.E.M.A. has agreed to develop a tract of land owned by Greeno Park Joint Venture into a Mobile Home Park. Due to the unusual circumstances, time is of the essence and con- struction has begun to build the necessary Mobile Home pads so badly needed. This park as constructed does not meet minimum standards set forth by the City of Fairhope. Therefore, it is our intention to bring this park up to mininnmi standards as set forth by the City of Fairhope before the park is opened tolthe general public and operated as a private concern. Greeno Park Joint Venture would like to take this opportunity to express their thanks to the City of Fairhope for their cooperation with F.E.M.A. Temporary Housing Program and offer our cooperation for the success- ful completion of this project.
