The Planning & Zbning Commission of the City of Fairhope met for their
regular monthly imeeting on October 1, 1979 at the City Administration
Building 387 Fairhope Avenue at 5:OO p.m., with Mr. Pitman acting as
Chairman..
Those members present: Cecil Pitman, Jack lark, Ted Bennett
Jack Stipes; and Pierce Frederick

The minutes of the September 10, 1979 regular meeting were considered
and there being no corrections, on motion by Ted Bennett, seconded
by Pierce Frederick, were unanimoully approved.
The application of Eastern'Shore Builders for final plat approval
of Meadowbrook Subdivision located on the north side of Gayfer Street
Extension east of Bishop Road was considered. Mr. Pitman read the
Planning Consultant's comments with his three points to be considered
being:
1. A certificate approving the sewerage and water systems
appearing on the Final Plat and containing the signatures
of the authorized officials.
2. Posting a bond to insure the installation of streets,
utilities, and other improvements; or
3. Constructing the improvements in accordance with the
applicable County specifications. (The bond was presented
at this meeting)
There was also a letter included with Mr. Pruitt's comments in
regards to acceptance of new roads and subdivision streets.(copy
included in minutes).
Mr. Moore brought to the attention of the Commission that there were
59 lots instead of the 79 lots originally applied for. That a 5 acre
block had been cut out. Jack Kirk moved to grant final approval subject
to the recommendations of the Planning Consultant being adhered to.
Ted Bennett seconded and motion carried unanimously.
Mr. Stipes brought out for discussion the possibility of having
underground utilities on new subdivisions. He was asked to pursue
and research this possibility.
There being no,further business to discuss, meeting was duly adjourned.

Re: Additions to the
County Road System

The maintenance of the Baldwin County Road System is a matter of
increasing concern to the Highway Department. The two major items causing
this concern are firstly; a continuing high inflation rate, and secondly; a
decline in operating revenues resulting from conservation of motor fuels.
These factors have already resulted in the elimination of any betterment
work, new construction and improvements being done with gasoline tax revenues.
Lack of funds has precluded the purchase of new equipment during the past
year, and no funds are available for that purpose during the coming fiscal
year. Costly repairs of old equipment are an additional burden on maintenance
funds.
The level of maintenance has declined because of the above; but in
addition, damages caused by heavy rains the last two years have made costly
repairs necessary. All of these problems are beyond our control.
There is anotker major factor affecting our operations in Baldwin
County. It is the mileage being added to the system in the form of new sub-
division streets and roads. These additions are significantly diluting avail-
able funds for maintenance. It is because of this and other factors enumerated
above that a moratorium must be declared on the acceptance of new additions,
both roads and subdivision streets. The moratorium will remain in effect until
relief, in the form of additional funds, is available for the maintenance program.
Our task must now be an effort to upgrade the level of maintenance of
the existing system facilities and the repair or replacement of deficient bridges.
