Minutes for Meeting May 3, 1976
The Fairhope Planning and Zoning Commission met in regular �.
session on Monday, May 3, 1976, at 5:00 P.M., at the City
Administration Building, 387 Fairhope Avenue, Fairhope, Alabama,
with Chairman John S. Parker presiding.
The following members were present: Mr. Harford Field,
Mayor James P. Nix, Mr. Chester Billie, Dr. Pierce Fredrick,
Mrs. Leona Newman and Councilman Barney L. Shull. Also present '
was Planning Consultant Mr. Don Pruitt. Absent: Mr. Jack Kirk,
Mr. Ceci 1, Pi tman...
Mr. Harford Field made a motion to insertthe following
amendment into the April 5, 1976 minutes:
ITEM NO 1- Paragraph # 3-- Insert to remain R-2, after
150 foot strip .fronting on.Morphy Avenue.
Mrs. Leona Newman seconded the motion. Motion carried.
Mr. Harford Field moved to approve the minutes of the April
5, 1976 meeting as amended, seconded by Dr. Pierce Fredrick.
Motion carried.
The first item brought before the Fairhope Planning Commissic
was the application of Carlton G. Niemeyer, agent for Olympia
Corte Dyas, for Preliminary and Final Plat Approval of Parker -Rod.(
Office Park; Iocated on the north side of Parker Road approximate'
243 feet west of the northwest corner of U.S. 98 and Parker Road.
This application was for a subdivision of two (2) acres into
four (4) lots containing one-half (2) acre each, with lots to be
used'for office buildings and related uses.
Mayor James P. Nix moved'to accept the application of
Mr. Carlton G., Niemeyer, agent for Olympia Corte Dyas , for
Preliminary and Final Plat Approval subject to complying with
Items No. 2, 3, and 4 as recommended by South Alabama Regional
Planning Consultant Mr. Don Pruitt, and listed as follows:
Item No. 2-- Providing a 7 3� feet easement for utilities,
drainage and other purposes along rear tier
of lots.
Item No. 3-- The certificate for recording in the Judge.of`
Probate's Office being identical to the
certificate appearing in Section 509.6.16 of
the Subdivision Regulations.
Item No. 4-- Recei'vin,g'a certificate from the County Health
Department approving septic tanks as a method
of sewage disposal.
M L Barhey Shull seconded the motion. Motion carried.
The possibility of locating a Mobile Unit ( trailer )
to be used for a temporary office on property located on Morphy
Avenue by 'Dr. Fred Diegman was the next item brought up for
discussion. Mayor James P. Nix moved to table the request for
(advise and permission until further information is supplied and
someone is present at the meeting to represent Dr. biegman.
Barney Shull seconded the motion. Motion carried.
Chairman John S. Parker presented a petition from residents
of•.Wilfred Street which is located in the Fairwood Subdivision in
the City of Fairhope, Alabama to change the name of said Wilfred
Street to Spring Drive., Mayor James P. Nix moved to recommend to
City Council that the name be changed from.Wilfred Street to
Spring Dri-ve. Barney Shull seconded the motion. Motion carried.

Planning Consultant Mr. Don Pruitt presented a list
of proposed amendments to the subdivision regulations to
members of the Commission. After a discussion on the proposed
amendments to the subdivision regulations,.Commiss-ion members
decided to lay over on the topic until the June 7, 1976 meet-
ing of the Fairhope Planning Commission in order to give membe
of the Commission a chance to review the proposed amendments
to the subdivision regulations.
Mobile Press Register reporter Greg MacDonald was
present at the meeting to ask Commission members .information .
about various procedures of the Fairhope Planning Commission.
Mr. Ma,cDo.nald asked Commission members about the qualific -
tions of Board members, as to whether or not,one must be
a resident -inside the City Limits of Fairhope to serve on the
Board. Commission members informed Mr. MacDonald that there
was nothing which required a. person to reside inside the
City Limits in order to serve on. the Commission.
Mr. MacDonald asked Commission members about the proc-
followed in approving the minutes of meetings. Commissio-,
members told Mr. MacDonald that a draft was submitted by
secretary for clarifications in terminology ( if any) and
final minutes are sent to all Commission members -for review
and any corrections or additions are made at the next regul'
meeting before the minutes .are approved. ` . -'
On a motion duly made, seconded and carried, the
meeting was adjourned at 6.:55 P.M.

WHEREAS, it is hereby agreed by all the residents of
Wilfred Street which is located in the Fairwood Sub-
division in the City of Fairhope. Alabama to hereby'
petition the Fairhope Planning & Zoning Commission to
change the name of said Wilfred Street to be known as
Spring Drive.
