The Fairhope P1F.nrinq and Zoning Commission met in regular
session Monday, 0-tober 7, 1974, at the City Administration Cuilding,
387 Fairhope Avenue with the following members present: Chairman Johr
Parker, Mayor James Nix, Ray Gibson; Jack Kirk, Chester Billie,
B;.,rney Shull, Cecil Pitman, !':afford Fidld'•,ln! Pierce Frederick were
bsent. Planning consultant Don Pruett was also present.
Motion by Cecil Pitman, seconded by Ray Gibson, that the minutes
cf the last meeting be approved. Motion carried.
'Irs . Martha Hill was present at the meeting with a map for
proposed walkway -bikeway routes through various areas of the City. Mrs.
Ifill asked that her map be made a part of the City's Comprehensive
Community Development Plan. F'b tion by Barney Shull, seconded by
Chester Bil)ie, to accept the plan as a rough draft from Mrs. Hill
for inclusion in the Comprehensive Community Development Plan as a
supplement after review by Mr. Pruett and further discussion of his
review at a subsequent meeting. Motion carried.
Motion by Mayor Nix, seconded by Ray Gibson, that the property
belonging to Mr. Marvin Berglin on the south side of Fig Ave. at
Chestnut St, be designated Zone R-5 when the revised Zoning Ordnance and
Zoning District Map is presented for public hearing and Council adoption.
Mo'Licn carried.
The request of Mr. Byrd Moore that his land adjacent to the gully
and to the south of Fig Ave. be zoned R-5 in view of the recent changes
in R-3 zoning restrictions was denied due to the lack of any reference
in his original application indicating intent to develop a mobile home
park. 'iayor Nix pointed out that Mr. Moore should apply for rezoning
by the standard procedure if he desires R-5 zoning for this land.
!-lotion by Mayor Nix, seconded by Barney Shull, that the Welker
,)roperty cn the east side of Mobile St., known as Oak haven Cottages,
`remain zoned G-3a in the revised Zoning District Map as presently zoned,
but that the Welkers he assured of their right to continue use of the
land as -'allowed under prier zoning until such nonconforming prior use
is stopped or the land is sold. Motion carried.
Commission member Harford Field's proposed additional section on
landscaping was presented and discussed for consideration in the
revised Zoninq Ordnance presently under study. City planning consul-
tant, Don Pruett,.Stated the plan had considerable merit but questioned
Item 5 concerning buffer zones. Mr. Pruett contended that this item
should be left optional to the developer and Planning Commission in mutual
agreement. Mayor Nix suggested that under the new zoning ordnance being
studied the contractor or developer should present a plan for land-
scaping at the same time he presents a request for a building permit
to the Commission.
Con Pruett explained his outline for the Revised Zoning Ordnance.
Motion by Barney Shull, seconded by Ray Gibson, that the meeting
adjourn. Motion carried.
