HomeMy WebLinkAbout03-08-2007 Planning Commission Special Meeting MinutesThe Planning & Zoning Commission of the City of Fairhope met Thursday, March 8, 2007, in a special meeting to consider revisions to the Subdivision Regulations for the City of Fairhope at 5:00 PM at the City Administration Building, 161 N. Section Street in the Council Chamber Present: Jean Wilson, Chairman; Tim Kant, Dan McCrory, Bob Clark Dick Charles, Ed Brinson. Planning Staff: Gregg Mims, Nancy Milford, Jonathan Smith. Counsel, Chris Gill and Secretary Betty Rivenbark Absent: Gary Moore, Lee Turner, Mike Ford The Chairman opened the meeting and recognized Gregg Mims who said his staff had spent many hours working with the Planning & Zoning Commission, Environmental Board and Neil Shaffer. He said three weeks ago he had mailed hard copies of the regulations to all the engineering firms the city normally does business with and the subdivision regulations were printed in the newspaper. As a result, they received written comments from two firms. The public hearing was opened and the following people spoke: Jim Horner – Thanked Gregg and his staff for their hard work and said please pass revisions. Mike Perkins, Home Owners Assoc of Woodlands sent letters over the last year regarding Fly Creek asking to adopt standards, appreciate the study that has been done. Frank Leatherbury – All the faith in the world in Gregg and his staff, adopt regulations and tweak if need to. Jerry Fedor – resident, member of Smart Coast, not enough specifics for walkable community. Invite staff to come to their meetings. Tom Lott – resident representing Fairhope Yacht Club – recommend passing regulations. No one else wished to speak and the public hearing was closed at 5:15 PM Gregg passed out to the commission members two sheets containing additional revisions based on public comment received and Nancy Milford went through each one ( 8 total) explaining each and the changes as follows: (1) Pg 14 Item (17) – deleted ‘the gross floor area for buildings” requirement from the site data table. Planning & Zoning Commission March 8, 2007 – Page Two (2) Master Plan—vs. Comprehensive Plan (3) Pg 17 Item (2) Current Wording: Staff Review- Staff shall review the application and provide comments to the applicant. Following staff review and comments the applicant shall make a formal application for submittal to and review by the Planning Commission. After staff review, the applicant shall file an application that reflects staff comments or requirements. Suggested Revision to Public Comment: Staff Review- Staff shall review the application and provide comments to the applicant. Following staff review and comments the applicant shall submit revised drawings for review by staff and the Planning Commission. The revised plans submitted shall reflect staff’s initial review comments. (4) Pg 18 Item (e) Spelling Change “ Potion” to “Portion” (5) Pg 19 Item 18: Current Wording: I further certify that I have supervised the construction of the within improvements,…. Suggested Revision to Public Comment: I further certify that I have observed the construction of the within improvements,…. (6) Pg 26 Item 2: Current Wording Greenspace shall be provided as follows: 10 % Greenspace is required on all major subdivisions. Suggested Revision to Public Comment: Greenspace shall be provided as follows: 10% Greenspace is required. (7) Pg 37 Item d: Planning & Zoning Commission March 8, 2007 – Page Three Suggested Revision to Public Comment: Add the statement: “The geometric design aspects of the streets shall meet the minimum standards as provided in the AASHTO, “A Policy on Geometric Design of Highways and Streets.” Top of page 51 Reads: Culverts shall generally accommodate a 2 through 25 year storm frequency under arterial roadways; drainage systems within subdivisions should accommodate a 25 year storm frequency; bridges ----- To be consistent, I think it should read: Culverts shall generally accommodate a 25 year storm frequency under arterial roadways; drainage systems within subdivisions should accommodate a 2 through 25 storm frequency; bridges ----- Discussion was held on each of the proposed changes and Dick Charles suggested (5) Pg 19 Item 18: - changing the word to “inspected” instead of “observe”. Gregg said there is language at the end of the sub regs to address this and further not recommends making that change. He said he and Chris Gill could do further research regarding this. Further discussion led to Dan McCrory moving to approve amendments to subdivision regulations with the proposed 8 changes presented and discussed today. Motion carried unanimously.
