Fairhope Planning and Zoning Commission met in speeia session at the City Administration Building, 387 Fhirhope Avenue, Monday, August 20, 1973 at 5:OO�P.M. with the following members present: Chairman John Parker, Mayor James P. Nix, Councilman Sam E. Box, Mr. Chester,; Billie, Mr. Pierce Frederick and Mr. Cecil Pitman, Mr. Harford Field and Mr. Jack Kirk being absent. Members present requested that they have until the next regularA meeting to complete questionnaires supplied by Mr. Pruitt, Plann- ing Consultant. Chairman Parker stated that the purpose of the meeting was to discuss with Mr. Pruitt the steps and procedure for accomplishing Phase one of the Comprehensive Plan. Step One: Distribute Community Attitude Questionnaires to various groups within the City Limits and one mile beyond. After general discussion it was agreed that commission members distribute questionnaires as follows: Mr. Box: Adult Recreation 50 Optomist Club 50 Public Library 50 Mr. Nix: Jaycees 40 Kiwanis Club 40 Mr. Pitman: Rotary Club 50"— Mr. Billie: Lions Club 50 Civitan Club 50 Episcopal Church 50 Mr. Gibson: Baptist Church 100 Business & Professional Womens Club 50 Mr. Parker: Methodist Church 50 Presbyterian Church 50 Lutheran Church 50 Thursday Coffee Club 501� There being'no further business the meeting was adjourned. Meetin f Motion by Mr. Frederick seconded by Mr. Box that following procedure be adopted: i 1. No subdivision or rezoning applications accepted. after ten (10) days prior to meeting date of Commission. 2. An application for rezoning is not in order u til the Executive Secretary of the Commission has been supplied the following by. the applicant:, a. '5 copies of a completed "Application for Rezoning" form: b. 5 copies of a drawing showing the configuration of the land area to be rezoned, its present zoning, adjacent land parcels with their zoning, and a vicinity map. c. A listing of all present property owners within 300 feet of the edges of land parcel considered for rezoning. - d. The prescribed application fee. An application for subdivision approval (preliminary or final) is not in order until the Executive Secretary of the Commission has been supplied the following by the applicant as outlined in Article V of the Subdivision Regulations: a.• Five (5) copies of a completed "Application for Subdivision Plat Approval". b; Five (5) copies of the proposed subdivision plat complete with all information stipulated in paragraph of 507.1 c. A list of adjacent property owners. d, The prescribed filing fee stated in,paragraph 506. 3. Copies of applications, along with agenda, to be mailed to Mr. Pruitt, Planning Consultant, immediately after 10 day cut off by Executive Secretary of Commission. 4." Recommendations from Planning Consultant -are to be mailed to each Commission member, along with Agenda list supplied by Executive Secretary, by the fourth day prior to meeting date. 5. A Case No. is to be assigned to each Subdivision or Zoning Application by Executive Secretary: 6. Rezoning applications are to be automatically advertised for public hearing by thel Executive Secretary immediately after the 10 day cut off date and notices mailed to property owners within 300 feet. ;r t I I 1 , 7., Adjacent property owners are to be notified on Subdivision applications by Executive Secretary. 8. Each rezoning application recommendation of the Planning Commission shall be passed on to the City Council accompanied by a statement explaining and supporting the action recommended' developers are to be requested to notify City as to 9.
