Absent: Member Pitman. Visitors: Mrs. Odom, Mr. -and Mrs. Middleton, Mrs. Gaston, and Mr. Dyson. members Macon, Bagnell, Gates, Bishop, Mrs. Fry, �.Mr. and Mrs. Dawon, Mr. and Mr. Valentim, Mr. Stenzel, Mr. Bateman Minutes of previous meeting approved as read. Old Business: Application of Phillip Stenzel to rezone from R-2 to B-1, lots 15, 16, 17, 20 and 21 in Block 16, Volanta Subdivision on Section Street be- tween Perdido and Seminole Avenues. Mr. Stenzel explained proposed use to be Pizza Parlor, building to be located diagonally on corners of lot 16, 17, 20, 21 with lOt 15 re- served for parking, entran-eto building and ingress and egress to parking. Perdido Avenb5and elevation of lots not b to be reduced. Mrs. Gaston requested commission to maintain area as residential, Mrs. Middleton did not think proposed rezoning would enhance any residential property; Mrs. Frye reminded the commission that it had on file a petition of over thirty signatures objecting to any business zoning in this area; Mr. Valentim asked commission to be cognizant.of traffic problem on Perdido Avenue. All visitors listed except last three were in protest. Mr. Arnold disqualifying himself from voting as pre- judiced, voiced his objections to.the rezoning. Mr. Bateman reminded members of evils of strip zoning; businesses create traffic which in.turn creates need for traffic control lights, thereby slowing down travel to Central Business District; that lifeblood of type of business proposed is tourist who will by-pass Section Street when arterial highways'are opened leaving a strip of empty commercial build- ings along this street. New Business: Subdivision plat of Rainbow_Acres, Charles Bishop owner, located in Police Jurisdiction on Gayfer Street Extension in S/W Corner of S/E quarter of S1W Quarter of Section 9 , T 6 S; R 2-E. tvvto n-¢�, Letter from Mr. Bateman listing deficienciesnand a copy of the subdivi- sion regulation; copy of letter to be sent to Mr. Stewart, Mr. Bishop's surveyor. Decisions: Rainbow Acres. -Motion by -Mr. Gates, seconded by Mr. B•agneiA that temporary approval of plat be denied pending corrections and ad- ditions required by subdivision rggulations; motion carried unanimously. Stenzel's rezoning. motion by Mr. Bagnell that the Fairhope Planning and Zoning Commission recommended to the City Council the above re- zoning. motion died for lack of a second. Motion by Mr. Bishop that the Commission deny recommendation to Coun- cil of above rezoning pending addition to application of existing and proposed elevations, points of ingress and egress, surface drainage plans, building set -back, building plans, orientation of building, park- ing delineation and 8 foot buffer screening between the rear property lines of adjacent residential property. Motion seconded by Mr. Gates, voting aye: Frederick, Macon, Gates, Bishop, Bung, Kirk. Voting Nay: Bagnell. Abstaining: Arnold. Motion carried. ear.
