Members present: Dr. Mullins, Mr. Lacey, and Mr. B rne.
Guests: Mr. Moore, and I-fr. E. ``li Nett and Mr. C. �. DeJohn
from Dixie Laboratories. ,
It was agreed that the time of the meetings should be changed
from 8:00 A.M. to 8:15 A.M.
The Minutes were read by the Secretary and were approved as
read.
Dr. Mullins then signed all copies of the Project Application.
A discussion followed concerning Mr. Moore's contract with the
City of Fairhope.
Dixie Laboratories agreed to do all land and soil testing except
locating pit, for of construction costs.
Dr. Mullins questioned whethc r the job with Dixie should be done
throuch contract or "per test." He said FAA didn't think it
should be done by contract.
Mr. Lacey asked how many tests would be n3cessary in the pit
location. A discussion followed concerning the costs of such
tests. Mr. DeJohn stated that it would cost around �)'100.00 to
test the pit. Dr. Mullins pointed out the pit area on the plans.
Dixie laboratories agreed to test the face of this pit without
charge. Dr. Mullins said ho would check with FAA on Dixie's
proposal. Mr. Lacey said he would call Mr. Barfield. 4fter
these statements, the men from Dixie Laboratories left.
Mr. Moore sub-7itted his revised contract of January 28th, 1963
to the Board containing provisions for supervision anc4 inspec-
tion of the Airport.
f'r. Lacey read aloud this contract and grade alterations. Dr.
Mullins disagreed with the amount of pay perday as stated in
the contract. Mr. Lacey suggested that the `'t25ybe paid from
any penalties. He further suggested that the paragraph be ex-
panded to state "money agreed upon will be taken only from pen-
alties."
The members of the Board agreed to strike the paragraph contain-
ing the rate of pay from the contract. Mr. Lacey added a para-
graph for a 101% retainer.
Dr. Mullins agreed that the Project Application be sent to Mr.
Rickarby, and then be sent off.
Mr. Lacey stated he would prepares a contract with Dixie Lab.
Mr. B rne was asked to send a copy of this contract and a copy of
Mr. Moore's contract to Mr. Barfield.
Mr. Lacey moved that Byrd L. Moore & Company's bill for comple-
tion of the engineerin prepparation of plans in the amount of
p3454.50 less {,,975.00 �,�2, 479. 50) was now due and payable in
accordance with that certain contract agreement entered into by
the said Byrd L. Moore & Company and the City of Fairhope for -
such plans and specifications as afore said.
Mr. Byrne seconded, and the motion carried.

A discussion followed concerning the cutting of trees. It
was suggested that J. B. Jones Timber Company be called.
Mr. Lacey said he would look into the base operator for the
Airport.
It was motioned that Mr. Huffman be approached concerning
the surety bond for the t%hairman. It was unanimously agreed
upon.
Stationer for the Airport Board with special letterhead was
discussed•
The meeting was adjourned.
