POSTED l qj-f -tJf ~ DATE 14w al41izaffelr& SIGNATURE City of Fairhope Personnel Board Minutes of 15 Dec. 2009 Present: Beeman Bond (Pres.); Jerry Middleton: Lorenzo Howard; Savan Wilson; Ernest Roberts. Other: Lonnie Mixon , City Council; Rhonda Bishop, DHR; Diane Thomas, Strategic Planning Committee. This meeting opened at 5 PM. The general focus was on the major overhaul of the City's organizational structure and re-evaluation of the attending pay scales. ER opened with the admonition that the evaluation forms to be used should be crltically evluated for relevance and offer sensible scales of measurment. RB: The Zero Tolerance forms are being examined by Greg Mims and Paul Myrick and are -so far -believe d "OK". The Mayor has requested a more specific dress code for City employees. He feels the present 'code' is too casual. We need to go to the va rious departments for the specific issues needing evaluation. Two analyses needed are: (1) Positions actually needed, and, (2) a functional restructuring of the organizational chart. LM: We need RB to determine a 'dollar value' [or reasonable range] for a consultant for this. We could begin with having Greg Mims direct each Department develop a FUNCTIONAL organizational chart -then we'll put them together. [ Change of subject here -brief discussion of the training sessions with the empl- oyees-] What was the impact on the employees?? [ Suggesting a questionnaire] We have had a separate request for a special training session for the police. RB: A question to be dealt with: the job titles and the job descriptions -do they match? Some city employees now do not have a job title or a corresponding job description. LM: We could get some people from SCORE to help us. SW: Yes -see {name} [Change subject] In the hiring process, the dept. head and the to-be superv1sor should be in a hiring interview. Helpful to have Rhonda in it, too. LM: The Council is very concerned about the job slots in the City, and the pay that's going out with those slots. We have a big problem with the retirement benefits. Right now we're telling employees, "we'll take care of you in 25 years ." This wil cost us an "arm and a leg". We just can't do it anymore. LH: What we now have is a portable benefits package. RB: We're paying the full benefits on our current employees, and retirees pay 10% [Meaning -City pays 90%??] After Jan. 1 the City will no longer pay benefits for retirees. They can stay on the 'package' and get the group rates, but THEY pay. BB: We need Rhonda to set up an agenda for the next meeting: JAN. 14 9 AM. DT: Recommend as first priority -focus on the job descriptions, job titles, and their pay scales. RB: The Board may have a grievance to hear, soon . ADJOURN
