POSTED II/doz $fGNATUR E City of Fairhope Personnel Board Meeting Minutes 11/12/09 Present: Beeman Bond; Savan Wilson; Lorenzo Howard; Ernest Roberts Laison: Rhonda Bishop , HRD; Lonnie Mixon, Council. Chairman Bond opened the meeting at 9:00 AM. 1. The organizational chart for the City was reviewed and approved. 2. Rhonda reported that she went over the upcoming training schedule for employees and supervisors with the Mayor and the department heads, and the Mayor approved this and declared the meetings mandatory for all the employees and supervisors. 3. The first training session is scheduled for Nov. 30th. Remaining sessions are scheduled for the first two weeks of December. It is expected most classes will have about 20 people. Employee sessions will be 9 -11 and 1 -3. Supervisor sessions will run 8 -11 and 1 -4. 4. Lonnie: Lorenzo Howard will conduct this first section of the training program. 5. [ It was noted that Jerry Middleton was again not present, due to his wo rk schedule. Rhonda suggsted we meet next at 5PM so that he could attend. His input has proven valuable in previous sessions. ] 6. The next meeting was set for 5PM Dec. 15th. 7. At this point our Police Chief, Bill Press, appeared for a special hearing: He presented three requests for Board approval and support: a. Review and approve an organizational chart for the police dept. b. Requests a special training program for the police. c. approval of/for two promotions (upper ranks). The organizational chart he proposed was approved. The other two issues were carried over. 8. New subject: The Board president opened the issues of the pay scales and support for education. Then retirement benefits. The Mayor changed the educational benefits (??) and retirement benefits are, now, up in the air. Lorenzo: Rhonda has a 'book' of pay scales with minimum -mid-point -max values for salary ranges. We need to continue to move toward identifying real jobs in the City and salary ranges for those jobs. Rhonda: We have several employees whose work does not fit the (on paper) job. ADJOURNED
