Committee Member Absentees : Chris Riley; Michelle Melton
Guests in attendance: Richard Johnson
City Councilman representative : Jay Robinson was not in attendance.
Meeting called to order at 4:00pm by Bill Hall.
Motion carried to approve 1/4/2022 minutes.
Administrative Items: The Pedestrian and Bicycle Committee meeting for the month of March
will be held on 3/8/2022 in the Giddens Auditorium; members voted to postpone the March
meeting one week in observance of Fat Tuesday 3/1/2022. Jason Small resigned from this
committee due to job assignment overseas; the City of Fairhope and this committee extends its
gratitude to Jason for his volunteer service to the community.
Arts and Crafts Festival Bike Valet: Festival to be held on March 18-19-20, 2022 will be seeking
volunteers to staff the Bike Valet tent.
****Action Item: Bill Hall will contact the Eastern Shore Trailblazers representative to
coordinate an on line sign-up for volunteer bike valet shifts .
Pedestrian and Bicycle Committee Input for city projects :
a) Working Waterfront Project -Project is now under review with National Environmental
Protection Agency (NEPA) to evaluate its impact and City of Fairhope is awaiting that
analysis . In addition, Richard Johnson indicated that this area is designated as a National
Historic District which may also impact design features .
b) Triangle Project -Richard Johnson must first set up a meeting with Alabama Forestry
Management representatives to determine the impact on flora and fauna on this
acreage before any design and soil disturbance can begin.

c) Complete Streets Project -Gary Gover contacted the Planning Director of Cleveland
Heights, OH city government and provided committee with information as to how their
adopted resolution is being implemented to date .
***Action Item: Bill Hall and Gary Gover to present Complete Streets Resolution to Jay
Robinson in preparation for submission to a city council vote.
Fels Avenue to Pier Avenue: Reflective Pavement Markers have been installed along the paved
bik E;,line; this narrower car lane should slow vehicle traffic down and alert drivers when they
happen to crossover into the designated bike line.
Equality Avenue Sidewalk Improvement: Repainting of 8"x8' striping on this sidewalk has been
completed.
BCT Safe Routes to School Task Force: Gary Gover reports that this task force has not had their
first meeting yet per its facilitator, Charlene Lee.
Full Comprehensive Land Use public forums: These community engagement meetings are
being held with regularity over the next month: 2/15/2022 at 6pm; 2/16/2022 at 10am;
2/16/2022 at 7pm (virtual meeting online). Community workshop is scheduled for 3/3/2022 at
6pm with a presentation of public feedback findings on 3/8/2022 at 5:30pm.
***Action Item: All P & B committee members who have not yet attended one of these
Land Use Presentations will attend one of the remaining 3 public meetings -see times and
dates above .
New Business: Richard Johnson reported that the Arts Alley construction project connecting
multi-level parking garage to Church Street and Section Street will begin on 3/21/2022 after the
Arts and Crafts Festival is over. This will be a 180-day construction project to include
resurfacing/lighting the alley and installing a transit hub and public restrooms.
Next scheduled meeting: March 8, 2022 at 4pm in the Giddens Auditorium.
