Date: October 1, 2019
In attendance: Chris Riley, Meredith Montgomery, Gary Gover, Jessica Walker, Director of
Community and Economic Development, Robert Brown, City Council Liaison, Richard Johnson,
Public Works Director, Jason Small, Rosalie Stromme, Katie Bolton, Bill Hall, and Jeff Hosterman,
Guest.
Meeting called to order at 4:00pm. Minutes of September 2019 meeting were distributed and
approved by quorum with one change.
Review/ Finalize Mission Statement: All reviewed the final draft version of the Fairhope
Pedestrian and Bicycle Comm ittee Mission Statement. Jason asked about the term "network" in
the Policies paragraph as to the geographic limitations of the "network". Gary stated it is the city
limits and can be further where the city provides services. Richard recommended use of the term
citywide network. This term will be incorporated into the final version.
Jason's Presentation on Turning Lane Options : Jason's original presentation was tabled
as the audio-visual equipment was not available. A discussion of the Turning Lanes Option was
held. Jason felt the term Spl it Lane (for turning vehicles) was more applicable to vehicular traffic
than the pedestrian and bicycle traffic. Richard said the Greeno Rd/Gayfer Rd turning lane project
is in final stages of approval. There will be a dedicated left turn lane and light on Gayfer Road both
east and west bound. This will improve vehicular safety. It should take until April 2020 for plans
and construction in June or July. Gary expressed concerns for pedestrian traffic at the intersection
specifically on Northbound Greeno Rd turning Eastbound into Gayfer Rd.
Pedestrian Signals in CBD: Meredith asked Richard if he had an update on the proposed
pedestrian signal at North Section St and Pine Ave in front of the Justice Center. Richard that
project went out to bid November 3 rd to be installed and operational by the 2020 Arts and Crafts
Festival (March 2020). It will include traffic notification lights to warn vehicular traffic of the
pedestrian traffic using the crosswalk.
Bike Rack Update with BCT: Meredith has worked with the Baldwin County Trailblazers (BCT)
to narrow down locations for the Bike Racks . The downtown striped no parking zones are targeted
as they do not have cars parked in them . Richard prefers to have them in public right of way
versus private property. Meredith said that her research indicated that there was a need for racks
at the football field and new soccer fields . The BCT has money to put racks on private property-
Piggly Wiggly, Soul Shine, Winn Dixie, Boys & Girls Club , just let them know and they will reach out
to the property owners.

MPO Funds Secured for "Complete Streets": Meredith said that $30,000 has been
authorized to develop Complete Streets directory to the city. Richard -there is a city match and my
not have been authorized by the City Council.
Planning Commission Greeno Rd. Overlay Status: Meredith said that the P&B
Committee's recommendations addressing pedestrian and bicycle usage in the overlay were well
received and the commission liked the information from other municipalities in reference to
requiring bicycle racks in new developments . Meredith sent the information from Gulf Shores
concerning the requirement to Rebecca.
Open Forum:
NPS Master Plan Workshops-Jessica provided an update on the NPS Master Plan-assessing Parks,
Parkland, and overall accessibility in Fairhope . She asked that the NPS Master Plan be put on next
month's agenda. There will be workshops on accessibility in Fairhope on November 7th, 1-3pm at
the Nix Center and 4:30-6:30 at the Mill downtown. The workshops need exhibits demonstrating
the Pedestrian and Bicycle Committee's accomplishments and future projects. Jessica will send an
e-mail to all committee members about the content of the workshops. Chris asked that everyone
get the information out to the public about the workshops so that there is public awareness and
attendance.
Veterans/104/98 Triangle Property-Katie asked if the Triangle Property was unfunded . Richard
will contact the purchasing department to find out.
Bike to School Project-Katie has 3 sponsors who will pay for the Pirate Ship Bike Rack at the
Intermediate School. Will need 6 week lead time to complete .
Walk the Sidewalks Ribbon Cutting-Richard said the city is planning a Ribbon Cutting on the new
sidewalks South East of town; Twin Beach Rd, Manley Rd , and the Soccer Fields-CR-13 and Manley
Rd. Richard will bring a map of current and future sidewalks to a future meeting for committee's
review and input.
Priorities List-Meredith will develop a Google Drive list of project priorities. She spoke with the
Mayor concerning the resurfacing of Fairhope Ave from Greeno Rd to Section St. The Mayor said
that the City will have to hold off on that project.
GIS Efforts-Jessica will ask Hunter to present an update on the GIS Efforts Project .
Identification of City Owned Land-Gary asked if there is a consolidated list of City Owned Land.
Richard said it will be identified in the GIS database.
Way Finding-Jessica will present an update at the next meeting.
