HomeMy WebLinkAbout04-06-2021 Fairhope Pedestrian and Bicycle Committee Meeting MinutesFairhope Pedestrian and Bicycle Committee Meeting Minutes Date: 4/6/2021 Committee Member Attendees: Gary Gover; Michelle Melton; Chris Knight; Rosalie Stromme; Bill Hall; Chris Riley; John Kavanagh Committee Member Absentees: Jason Small; Katie Bolton Meeting called to order at 4:02pm by Bill Hall. Motion carried unanimously to approve 3/2/2021 minutes. Bill Hall introduced special guest, Corey Martin, as this month's City Council representative for this committee. This appointee designation may rotate between other council members as time dictates. Ethics Training: All committee members have completed this online required Ethics Training seminar with the exception of John Kavanagh. ***Action item: John Kavanagh to complete this required Ethics Training seminar and provide Bill Hall with a copy of his completed certificate. *** Infrastructure Wish List: This Wish List was compiled to address specific places in Fairhope for recommended P&B improvements; the entire master Wish List can be accessed on the P&B Google Drive: https :/ /drive. goog le. com/d rive/folders/1 OgJ ketWWPva9 H6mF oZPACC4cVz EhyQei . Chris Riley reviewed his ADA Accessibility and Pedestrian Crossings, Signals, Signage and Safety observations & comments; the following line items that have not yet been addressed but are determined to be of highest priority with the biggest positive impact for the community and ADA compliance are: a) White stripe paint for walkway between Ravenite and Provision stops; b) Morphy Ave and Young Street -telephone pole in middle of sidewalk; c) Church Street and Fels -No wheelchair ramps at this intersection; d) Young Street and Middle Street -No wheelchair ramps at this intersection. In addition, Volanta Street has some broken sidewalk issues but this area was funded by the Single Tax Corporation so any repairs may be funded through STC as well. ***Action items: Chris Riley will discuss with Richard Johnson the committee's vision for the walkway improvement of white paint striping and possible parking blocks or planter boxes between Ravenite and Provision shops along Section Street. *** ***Action items: Committee will discuss during May 2021 meeting the 2 other sections of the Wish List -Bike Parking (Michelle and Katie have already uploaded their comments into the master list); Fairhope Lanes -(Chris Knight has already uploaded his comments into the master list)*** Bicycle Friendly & Safe Community Application Update: Jessica Walker and Richard Johnson have not yet completed their sections of this application by their original deadline of 4/1/2021. ***Action item: Bill Hall and Michelle Melton will meet with Jessica Walker and Richard Johnson to assist in completion of the missing sections. Deadline of 6/1/2021 remains in effect to have this application reviewed by this committee before final submission deadline 8/2021.*** Bike Rack Installations: Bike Racks on De La Mare outside of Fly Bar have still not been reinstalled yet. ***Action items: Rosalie Stromme will initiate a 311 ticket to request reinstallation. *** * Connecting America's Active Transportation System Act S.3391/HR.5696: This committee agrees to send written support of this bipartisan measure dedicating $500 million in federal funds annually for grants to local, regional, and state government entities for walking and biking networks. ***Action items: Michelle Melton will draft letter of support for passage of this measure from this committee to be sent to Alabama congressmen. *** Nichols Avenue Crossing: Mayor, Business Owners and Public Works approved in March 2021 council meeting a $5,000 project of a raised crosswalk installation on Nichols Avenue between Hope Farm on north side of street and Fairhope Brewery on south side. Gary Gover points out that the distance from the proposed crosswalk to the street signals may be too far to be designated as safe nor does it appear from the plans that the intended crosswalk will be sufficiently lit. ***Action items: Gary Gover will draft a memo to Richard Johnson requesting that the issues of crosswalk-to-signal location and crosswalk lighting will meet the safety concerns of intended users. *** Next scheduled meeting: May 4, 2021 at 4pm -Museum Conference Room.
