Committee Member Attendees: Gary Gover; Chris Knight; Rosalie Stromme; Bill Hall; Katie
Bolton; Jason Small; Chris Riley; Michelle Melton; John Kavanagh
Guests in attendance: Jessica Walker
City Councilman representative: Jay Robinson was not in attendance.
Meeting called to order at 4:00pm by Bill Hall.
Motion carried to approve 10/5/2021 minutes .
Pedestrian and Bicycle Committee Meeting room: Meeting place of Pedestrian and Bicycle
Comm ittee shall be designated as the Giddens Auditorium in the Library building henceforward .
Pedestrian and Bicycle Committee Input for city projects:
a) Working Waterfront Project --Jessica Walker reported that the Waterfront Committee
Team consists of the mayor and 2 city council members. The $5.5 million project is
moving forward for development of schematics in November 2021 covering placement
of bulkheads, light fixtures, trash receptacles, ramps and benches. GMC Design Team
must present alternate solutions for overall design with a deadline of 4-6 months for city
to review.
Triangle Project -Grant has been approved for approximately $1,000,000 to include natural
paths, outdoor classroom, and pedestrian tunnel connecting northern section of property to
the southern section . A Request for Proposal to qualified engineering firms will include a 24-
month performance period. Katie Bolton reports that SAMBA chapter has offered support when
needed . A local business, WoodBrew, ha s offered a sponsorship, such as bench es, or whate v er
the project may need once it i s identified.
b) Complete Streets Project:

template other Alabama localities such as Gulf Shores or other American cities such as
Missoula, MT.***

Full Comprehensive Land Use public forums: These community engagement meetings are
being held with regularity over the next few months including a virtual on line meeting in
January 2022 . Public comments may be communicated during in-person meetings or an on line
Survey with a deadline of 1/31/2022:

Targeted deadline for community/public input is p t week of March 2022.
Equality Avenue Sidewalk Improvement: Mayor Sherry Sullivan has redirected the Junior City
Council to work on a creative crosswa l k design on Bancroft Street linked to Coastal Alabama
campus. The Equality Avenue access has not been completed but is now projected to be a
traditional crosswalk.
Fels to Pier Sidewalk Expansion: Richard Johnson had not yet prepared an estimated cost for
this expansion. However higher city priority is resolution of the South lawn Place subdivision
sidewalks at an approximate cost of $400,000 as a result of a Department of Justice complaint .
E-Bikes : Gary Gover provided additional information about e-bike usage around the country
and expressed concern about their impact on pedestrian safety . A suggestion was made to have
maximum speed limit signs installed on the Jill Hall multi-use path since e-bikes have either a
20-mph or a 28 -mph capability . E-bikes are currently considered in Alabama as a "motorcycle or
motor-driven cycle" and their operation falls under Chapter 12 of Title 32 Alabama Motor
Vehicles and Traffic .
