HomeMy WebLinkAbout09-08-2016 Street & Traffic Control Committee Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The Street & Traffic Control Committee met at 3:30 p .m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532 on Thursday, September 8, 2016. Present were: Joe Petties, Chief of Police, Jonathan Smith, Planning and Zoning Director, Jennifer Fidler, Public Works Director and Jack Burrell, City Council President. Council President Jack Burrell called the meeting to order at 3 :45 p.m. The first item on the agenda was a request from citizens residing on Majestic Beauty A venue for speed calming devices to be installed. Ed Carlson represented the citizens. Mr. Carlson presented a petition signed by 30 residents who are in favor of having a speed calming device installed . Chief Joe Petties presented the results of the traffic study done from July 20, 2016 through July 25, 2016; approximately 114 hours of retained information: Traffic 1i Hna North: Between 1 • .24 MPH Between .25 • 29· MPH Betwee,n 30 -50 MPH 850 210 91 T~cTraveHna south: Between 1-24 MPH Between 25 -29 MPH Between 30 -50 MPH 587 263 114 Jennifer Fidler and Jonathan Smith both stated that this subdivision was approved prior to the current regulations that are now in place. Under the current regulations, this street would have been required to have a speed calming device . Jonathan Smith made a motion to recommend that one or two speed calming devices be installed on Majestic Beauty Avenue; seconded by Chief Joe Petties , none opposed. The second item on the agenda was a request from citizens residing on Northstation Drive and Calibre St. for speed calming devices to be installed . Dennis Koppersmith and Marc Semmes represented the citizens and presented a petition signed by 30 residents who are in favor of having a speed calming device installed. Chief Joe Petties presented the results of the traffic study done for approximately 186 hours: lJaffic Traveling North: Between ]I. ~ 24 MPH 337 Between 25 -291 MPH 49 Between 30 -SO MPH 29 Chief Joe Petties stated that only the north bound traffic information was retained. Jonathan Smith recommended that one speed calming device be installed on North Station Drive and one speed calming device be installed on Calibre Street ; seconded by Chief Joe Petties, none opposed. Streets & Traffic Control Committee Thursday , April 21 , 2016 Page -2 The third item on the agenda was a request from Amanda Upshaw requesting a speed calming device be installed on South Church Street. Ms . Upshaw presented a petition of eight citizens requesting speed calming devices be placed at 362 South Church Street. Due to the small amount of support from the petition, Chief Joe Petties recommended additional traffic patrol of the area to reduce the amount of speeders. The fourth item on the agenda is a request from the Steel Branch Subdivision to change the number of one-way signs posted as well as the material of the one-way signs. Currently the signs are wooden and are very costly to maintain , replace and repair. Jennifer Fidler stated that she would have an engineer take a look at the cul-de-sac and make recommendations concurrent with MUTC Standards. The fifth item on the agenda is a motion to approve the meeting minutes from April 21 , 2016 . Chief Joe Petties made a motion to approve the minutes; seconded by Jonathan Smith, none opposed. The sixth item on the agenda is regarding the temporary four-way stop at the intersection of Morphy Avenue and Bishop Road and Troyer-Booth Road. Jennifer Fidler stated that she has had numerous phone calls for and against the four-way at this intersection . The board discussed the benefits of the four-way becoming permant. Chief Joe Petties made a motion that the four-way intersection of Morphy A venue and Bishop Road/Troyer- Booth Road become permant; seconded by Jennifer Fidler, none opposed.
