The Street & Traffic Control Committee met at 4:00 p.m.,
Delchamps Room , 161 North Section Street,
Fairhope , Alabama 36532 on Thursday, June 22, 2017.
Present were: Joe Petties, Chief of Police , Wayne Dyess , Planning and Zoning Director,
Arthur Bosarge, Assistant Public Works Director, Officer Becky Woodruff and Officer
Scott Trent.
Chief Joe Petties called the meeting to order at 4:00 p .m .
The first item on the agenda was a petition for a speed calming device from the
Magnolia 's Home Owners Association. Bob Mazur, HOA President, represented the
citizens. Mr. Mazur presented the petition with 21 citizen signatures. Mr. Mazur would
like the speed tables that are installed to be like the ones on Volanta Ave ; heading toward
the Fairhope Yacht Club. Chief Petties will send Patrol to the area for review. Officer
Scott Trent will perform a traffic study. Mr. Mazur was unaware of the cost of a speed
table. He will need to reach out to his Home Owner's Association; meeting in July 2017 .
Item tabled until next meeting.
The second item on the agenda was a request from citizens residing in Summer Lake
Subdivision for speed calming devices to be installed. Paul Floyd represented the
citizens and presented a petition signed by 66 residents who are in favor of having a
speed calming device installed. Officer Trent Scott presented the Traffic Study he
performed. Mr. Floyd will relay the information gained during the meeting to the
residents to decide if they would like to move forward . Item tabled until next meeting.
The third item on the agenda was a request from citizens residing in Sedgefield
Subdivision for an additional speed calming device to be installed. Mr. Alex Correa,
Home Owner 's Association President, presented the petitions signed by 44 residents who
are in favor of having an additional speed calming device installed. Mr. Correa would
like the additional speed calming device to be installed in a curve . The Chief Petties
suggested that installing the device in a curve would not be a good idea. Chief Petties
and Arthur Bosarge will go out and survey the area for a recommendation as to where to
place the device. Item tabled until next meeting.
The fourth item on the agenda was a request from citizens living on Grand A venue
for a speed calming device to be installed. Melanie Beiser and Don Diederich spoke on
behalf of the citizens. Officer Trent Scott presented the traffic study. Chief Petties made
a recommendation that a speed calming device be installed on Grand Avenue . Wayne
Dyess made a motion to approve the recommendation; seconded by Arthur Bosarge, none
opposed.

The fifth item on the agenda was a request from citizens living in the Fairwood
Subdivision for speed calming devices to be installed . No one represented the citizens
and item was tabled until representation could be obtained.
The sixth item on the agenda was a request for the intersection of Fairhope A venue
and Bishop Road to be a four-way stop . Margot Hamilton stated her concerns for safety
at this intersection. Chief Petties , Arthur Bosarge and Officer Trent Scott discussed the
possibility of need. Chief Petties requested Ms. Hamilton to provide the Committee with
a petition requesting the intersection to become a four-way stop.
Officer Trent Scott brought up the intersection of Founders and Manley Road . A
traffic study was performed . Officer Scott suggested the placement of a three-way stop at
Founders and Manley Road. Officer Scott mentioned that there was a cross-walk at this
junction as well. Arthur Bosarge said he will verify cross-walk signs are properly
installed , if not already. Officer Scott aslo recommended an additional three or four-way
stop where Summer Lake Subdivision streets access Manley Road and a speed calming
device between Pemberton Loop and Kemper Lane. Chief Petties stated that police
would operate radar in that area to see ifit would help with the situation. Futher
discussion about Manley Road will need to take place.
Arthur Bosarge brought up the cross-walk on Fairwood Boulevard between Patlynn
A venue and Bayou Drive. The cross-walk is in a curve and not visible when coming
from the Armory. Mr. Bosarge had Public Works crews clear as much vegetation as
possible from right-of-way in the curve to increase visibility. Officer Scott suggested
more vegetation clearing to increase visibility.
Officer Becky Woodruff brought up the intersection of Moseley Road and Pecan
Ridge Boulevard. She had received a request from citizens about the inability to see
oncoming traffic when turning left on Moseley Road . Moseley Road is a Baldwin
County maintained road and the City has no authority.
There being no further business to come before the Street & Traffic Control
Committee, the meeting was duly adjourned at 5:15 p.m.
