STATE OF ALABAMA COUNTY OF BALDWIN )( )( The Street & Traffic Control Committee met at 4 :00 p .m., Delchamps Room , 161 North Section Street, Fairhope, Alabama 36532 on Tuesday, March 26 , 2019 . Present were: Jack Burrell , Council President, Stephanie Hollinghead, Chief of Police , Richard Johnson , Public Works Director, Richard Peterson, Director of Operations and John Hamrick, Patrol Lieutenant; Jennifer Olmstead took the minutes. Chief Stephanie Hollinghead called the meeting to order at 4 p.m. Minutes from the September 8, 2016 , June 22 , 201 7 , November 2, 2017 and May 24 2018 meeting were approved as submitted on a motion by Jack Burrell, seconded by Richard Peterson; none opposed . The committee discussed how all-way stops cannot be used as a speed calming device unless the load of traffic or disparity between streets on all streets would justify an all- way stop. First item on the agenda was a request to address the increase of traffic and speed along Manly Road . The committee discussed the traffic study done in April 2017 . Richard Peterson made a motion , seconded by Jack Burrell to install an all-way stop on Manley Road at Founders Dr, an all-way stop at Manley Road at Aidan St, and to install a raised crosswalk on Manley Road in the proximity of Kemper Lane. The motion was approved as none were oppo sed. Second item on the agenda was a request for an all-way stop to be installed at the intersection of Gayfer A venue and Patlynn A venue due to traffic load and speeding. The committee reviewed the site and requested the need for a site plan to make the decision. The request was tabled on a motion by Jack Burrell , seconded by Richard Peterson; none opposed. Third item on the agenda was a request to install speed calming device s on Fig A venue due to high volume of traffic and excessive speed. The committee discussed the traffic study from May 201 7. Richard Johnson made a motion to take no action at this time , seconded by Jack Burrell ; none opposed. Fourth item on the agenda was a request to install an all-way stop at Orange Street and Kumquat Street. The committee discussed the Traffic study done in April 201 7. Richard Johnson made a motion to deny the request, seconded by Jack Burrell; none opposed . Fifth item on the agenda was a request for speed calming de v ice s be placed in Summerlake Subdi vision and an all-way stop be placed at Chet Ave and Aidan St. The Streets & Traffic Control Committee Tuesday March 26, 2019 Page -2 committee discussed the traffic study from April 201 7. A motion by Richard Johnson to allow for the installation of 2 to 3 speed calming devices be placed on Summer Lake Street with the placing to be determined by the HOA with City input; seconded by Richard Peterson, none opposed. Richard Johnson made a motion to table the installation of an all-way stop at the intersection of Chet Ave and Aiden St. The committee discussed that with the additions of the all-ways on Manley Road may decrease the traffic cut-throughs . The motion was seconded by Richard Peterson, none opposed. Sixth item on the agenda was request to install speed calming devices on Sedgefield Ave. The committee reviewed the traffic study done in March 2017. Two possible locations were brought to the HOA for the calming devices which were not viable -too close to a curve and only feet from an existing stop sign. On a motion by Richard Johnson, seconded by Chief Hollinghead and none opposed the request was denied . Seventh item on the agenda was a request to remove a speed calming device on North Station Dr. The committee discussed the original request for placement. The request was denied on a motion by Jack Burrell, seconded by Richard Johnson; none opposed. Eight item on the agenda was a petition for two speed calming devices to be placed on Perdido Ave. The committee discussed the traffic study from September 2017 as well as the petition from July 2017. The request was granted on a motion by Richard Johnson, seconded by Richard Peterson; none opposed. Ninth item on the agenda was a petition to install up to 2 speed calming devices on Vivian Loop in the Southland Place Subdivision . The committee reviewed the petition from May 2017. The request was approved on a motion from Jack Burrell, seconded by Richard Johnson; none opposed. Tenth item on the agenda was a complaint about the increased speed and volume of traffic on Manley Road. The committee believes that with the appro v ed installation of all-ways on Manley Road will address the complaint. Eleventh item on the agenda was a complaint about speeding and moving violations at the intersection of Fairhope Avenue , Mobile Street and Magnolia Ave. The committee discussed the intersection and complaint. Richard Peterson made a motion to increase enforcement in this area to address the complaint, seconded by Richard Johnson; none opposed. Shelley Bennett addressed the committee to request an all-way stop be placed at the intersection of Church Street and Fels Avenue . Ms. Bennett stated that cross-traffic does not realize that the intersection is not an all-way stop. Richard Johnson made a motion to table the request until a traffic study can be done, seconded by Jack Burrell ; none opposed. Richard Johnson stated that signage can be placed on Church Street that states cross-traffic does not stop. Streets & Traffic Control Committee Tuesday March 26 , 2019 Page - 3 Richard Johnson mentioned a recent request he received about reducing the speed limit in Saddlewood Subdivision to 15 mph. Richard Johnson made a motion to table the request for a traffic study and petition to be received , seconded by Jack Burrell ; none opposed. With no further business to discuss Richard Johnson made a motion to adjourn, seconded by Jack Burrell; none opposed. The meeting duly adjourned at 5:39 pm.
