The Street & Traffic Control Committee met at 2 :00 p .m.,
Delchamps Room , 161 North Section Street,
Fairhope , Alabama 36532 on Thursday, September 26, 2019.
Present were: Jack Burrell, Council President, Richard Johnson, Public Works Director,
Arthur Bosarge, Asst. Public Works Director, Hunter Simmonds , Planning Manager,
Buford King, Development Services Manager, and John Hamrick, Patrol Lieutenant;
Jennifer Olmstead took the minutes.
Lieutenant John Hamrick called the meeting to order at 2:08 p.m .
Minutes from the March 26 , 2019 meeting were approved as submitted on a motion by
Jack Burrell , seconded by Richard Johnson ; none opposed .
First on the agenda was a request to install an all-way stop at the intersection of Gayfer
A venue and Patlynn Ave. The committee reviewed the traffic study from April 2019 and
the sight and stopping sight study from May 2019. Jack Burrell made a motion to
recommend the placement of 2 "smart signs " on Gayfer Avenue, seconded by Richard
Johnson ; none opposed.
Second on the agenda was a request to install an all-way stop at the intersection of Chet
Ave and Aidan St. Jack made a motion to table the request until after the placement of
the speed calming devices were installed on Summer Lake Street, seconded by Arthur
Bosarge ; none opposed .
Third on the agenda was a request for an all-way stop at the intersection of Fels Ave and
Church St. The committee discussed the traffic study that was done in April 2019 .
Richard Johnson stated that the signage "cross traffic does not stop " had not been
installed yet. The committee wanted to pass on any action until the signage had been
installed.
Fourth on the agenda was a request to reduce the speed limit in the Saddlewood
Subdivision to 15 mph. The committee discussed the petition and layout of the
subdivision. Richard Johnson made a motion to table the request until a new petition was
completed with at least 75% of support from completed residences , second by Hunter
Simmonds ; none opposed.
Fifth on the agenda was a request for an all-way stop at the intersection of White A venue
and Equity St; or speed calming devices on White A venue between Equity St and Liberty
St. Steve Ingram residing White Ave presented to the committee the need for the all-way
stop. The committee discussed Mr. Ingram 's presentation. Jack Burrell made a motion to

recommend and all-way stop be placed at the intersection of White Ave and Equity St,
seconded by Richard Johnson; none opposed.
Sixth item on the agenda was a request for an all-way stop at the intersection of Morphy
A venue and Merson St. The committee di scussed the intersection and bus stop location
on Morphy Ave. Hunter Simmonds made a motion to deny the request of the all-way,
but to enhancement the cross walk and communicate with Baldwin County Board of
Education about the possibility of relocating the Bus Stop, seconded by Buford King;
none opposed.
Seventh item on the agenda was a request for an all-way stop at the intersection of
Volanta Ave and Bon Secour St or speed calming devices strategically placed along
Volanta Ave . The committee discussed the thoroughfare of Volanta Ave and the
intersection. Richard Johnson made a motion to take no action, seconded by Hunter
Simmonds; none opposed.
Eighth item on the agenda was a request for a speed calming device on Orange Ave or an
all-way stop at the intersection of Orange A venue and Satsuma St. The committee
reviewed the petition and traffic study. Jack Burrell made a motion to deny the requests
due to lack of finding for the need, seconded by Richard Johnson; none opposed.
A citizen in attendance inquired about what actions the City is taking to improve safety at
cross walks. Richard Johnson discussed the addition of caution lights along cross walks
on Section Street as well as the placement of cross walk signals at the intersection of
Fairhope Ave and Section St.
There being no further business to discuss Buford King made a motion to adjourn,
seconded by Hunter Simmonds; none opposed . The meeting duly adjourned at 3: 17 pm.
