HomeMy WebLinkAbout08-10-2020 Street & Traffic Control Committee Meeting MinutesSTATE OF ALABAMA COUNTY OF BALDWIN )( )( The Street & Traffic Control Committee met at 3 :00 p.m., Delchamps Room, 161 North Section Street , Fairhope, Alabama 36532 on Monday , August 10, 2020 . Present were: Mayor Karin Wilson, Councilmember Kevin Boone, Stephanie Hollinghead, Chief of Police, Richard Johnson, Public Works Director, Hunter Simmons, Planning Manager, and Buford King, Development Services Manager; Jennifer Olmstead took the minutes . Police Chief Stephanie Hollinghead called the meeting to order at 3:00 p.m . Minutes from the September 26, 2019 meeting were approved as submitted on a motion by Karin Wilson, seconded by Hunter Simmons ; none opposed. First on the agenda was a view of old business. A request to place an all-way stop at the intersection of Chet Ave and Aiden Streets in the Summerlake Subdivision was discussed. Speed Calming devices were to be installed in Summerlake but had not been paid for or installed as of the meeting. A motion to take no action until after the installation of speed calming devices have been placed was made by Richard Johnson and seconded by Buford King; none opposed. A request for an all-way stop at the intersection of Church Street and Fels Avenue was discussed next. The committee reviewed the traffic study that was completed. Hunter Simmons made a motion to take no action, seconded by Karin Wilson; none opposed. A request to reduce the speed limit to 15 mph in the Saddlewood Subdivision was discussed next. The request was previously tabled to obtain a new petition that had at least 75 % of support. A new petition was never received. The national accepted speed limit for residential areas is 25 mph. Richard Johnson made a motion to dismiss the request, seconded by Buford King; none opposed. A request to look at the intersection at the entrance to the Municipal Pier Park. The petitioner stated that the speed of vehicles going down the hill into the park is too fast and does not give a driver enough time to slow down to an appropriate speed before the cross- walk ; it is unsafe . The committee discussed the intersection . This intersection is known as a problem and additional police enforcement would be placed as well as reworking the intersection. Richard Johnson mentioned the Working Waterfront plan would address the entrance into the park and this intersection. Buford King made a motion to table the request since it will be incorporated in the Working Waterfront plan, seconded by Hunter Simmons; none opposed . A request for a speed calming device to be installed on South Ingleside Street between Fairhope A venue an Morphy Ave was discussed. The committee reviewed the petition and traffic study. Richard Johnson made a motion to install one calming device, seconded by Karin Wilson ; none opposed . Streets & Traffic Control Committee Monday, August 10 , 2020 Page -2 A request for a speed calming device to be installed on Pecan A venue between Liberty and Pomelo was discussed. The committee reviewed the petition and traffic study. The committee noted that the average speed from the traffic study was 13.31 mph. Buford King made a motion to dismiss on grounds that the study did not warrant a need for a calming device, seconded by Richard Johnson; none opposed. A request for a speed calming device to be installed on Seacliff A venue was discussed. The committee reviewed the petition and traffic study. The committee noted that the speed limit is 35 mph and only half of the road is under the City's jurisdiction and maintenance. The traffic study did not show a speeding problem. Buford King made a motion to reduce the City 's portion of the road 's speed limit to 25 mph , seconded by Kevin Boone; none opposed. Richard Johnson will supply the Baldwin County Highway Department the necessary documents to request the County's portion of the road be reduced to 25 mph as well. A request for a speed calming device to be installed on North Church Street was discussed. The committee reviewed the petition and traffic study. Citizen Norman Wachtl presented the need of devices to the committee on behalf of the neighbors. Richard Johnson noted that the road would be under construction within the next couple of months for new Sewer/Drainage upgrade installations. With the new sewer/drainage lines, the road width will become narrower to protect the oak trees. Hunter Simmons made a motion to table the request until after the sewer/drainage upgrade and a re-study has been done after narrowing of the streets, seconded by Buford King; none opposed. A request for public parking spots at the public bay access point at the foot of Perdido A venue on North Mobile Street was reviewed . The public bay access area was discussed. Richard Johnson made a motion to table the request for additional review, seconded by Buford King; none opposed. Mayor Karin Wilson excused herself at 3:55 pm. The committee reviewed other items on the agenda. The following requests were received, but no petition or traffic study has been completed. • North Ingleside between Fairhope Avenue and Gayfer A venue • Nichols A venue East of Greeno Road • Volanta Avenue • Mershon Street between Morphy A venue and Nichols A venue There being no further business to discuss the meeting duly adjourned at 4: 10 pm.
