The Street & Traffic Control Committee met at 2:30 p.m.,
Delchamps Room , 161 North Section Street,
Fairhope, Alabama 36532 on Tuesday , October 12 , 2021.
Present were: Council President Jack Burrell , Stephanie Hollinghead , Chief of Police,
George Ladd , Street & Facility Maintenance Supervisor, Hunter Simmons, Planning
Manager joined at 3 :25 p.m., and Mike Jeffries , Development Services Manager excused
at 3 :27 p.m .; Jennifer Olmstead took the minutes .
Police Chief Stephanie Hollinghead called the meeting to order at 2:30 p.m.
Minutes from the December 2 , 2020 meeting were approved as submitted on a motion
by Jack Burrell , seconded by George Ladd ; none opposed .
First on the agenda was a view of old business . The board reviewed the intersection
of Twin Beech Rd and Booth Road. Based on the recommendation of the task force
created for a traffic solution , the City Council approved lowering the Speed Limit to
35mph, addition of a cross walk at the intersection and construction of additional
sidewalk on the southeast corner to improve conditions in this area of concern on
February 8, 2021. If additional complaints arise from this intersection after
implementation , the committee will address at that time .
The task force created for a traffic solution on Nichols A venue between Fairhope
Brewing and the Hope Farm recommended to the City Council that a lighted cross walk
was needed and the City Council approved the funding for a cross walk, LED light and
lighted pedestrian signage on the March 22 , 2021 meeting. The project is still in the
planning stages for design.
St. James Episcopal Church Schoo l Zone request was discussed . The committee
believes that the school should adopt a special traffic pattern during school times like all
the other schools in our area.
The section of North Ingleside A venue between Central & Edwards was discussed.
The committee re v iewed the additional traffic study completed in June 2021. The traffic
study did not warrant a speed calming device as speeding was not significant. The traffic
study did show a large volume of traffic that was concerning to the committee. The
committee made a recommendation to City Council on a motion by Jack Burrell ,
seconded by Mike Jeffries to have the Mayor work with the Public Works Department to
install beautification "pinch points" in this area to reduce the volume of traffic.
The committee re-evaluated the item of Mershon Street between Morph y Avenue and
Nichols A venue. The committee reviewed the traffic study from the end of September
2021 . The committee made a recommendation to City Council on a motion by Jack
Burrell , seconded by Mike Jeffries to have the City add beautification "bump-outs" in the
vicinity of the end of the municipa l property along the roadway ; or to work with
consultants for other landscape features/methods that would reduce the speed.

Moving into new business, the committee discussed the street side parking at Portico.
This is private property; therefore, the committee took no action.
The intersection of Summit and Nichols Avenue was discussed. The committee made
a recommendation to the City Council on a motion by Jack Burrell , seconded by Hunter
Simmons to install traffic signage to mitigate the blind intersection as approaching the
intersection headed north on South Summit Street.
The committee discussed traffic on Parker Road at Fire Station #4 and High Ridge
Road. On a motion by Jack Burrell , seconded by George Ladd , the committee tabled the
item due to lack of representation by Fire personnel.
The committee reviewed previously tabled items and requested the Public Beach
Access on North Mobile Street, the Municipal Pier Entrance, and the all-way at Chet and
Aiden be removed.
There being no further business to discuss the meeting duly adjourned at 3:51 p.m.
