A motion :
The City of Fairhope does not have a formal strategic plan. It has in the past made efforts to
have long term plans , such as five-year plans for s ome boards or departments in support of
budgeting, but strategic planning is not an established part of the City 's governance . The City
ought to have a formal strategic plan, especially when engaging in projects such as for an east-
ern shore watershed management plan and a new comprehensive land-use plan, which the City
is doing .
ACE: Fairhope accomplished the first phase of its participation in Alabama Communities of Ex-
cellence (ACE) in 2013 . ACE and its phases are described in the attached documents. ACE
Phase I -Assessment was completed with the attached Visit Assessment Report , which included
matters of community de v elopment, planning, economic development, education, health care ,
historic preservation, and tourism . I cannot find a record of Fairhope having done ACE Phase II
-Leadership Development and Strategic Planning. Fairhope 's Planning Commission did com-
plete a Comprehensive Plan in 2016 , the key expected product of ACE Phase III -Implementa-
tion and Comprehensive Planning.
It is time now in 2020-21 , after the passage of fi v e y ears , for Fairhope to be re-certified for its
ACE designation and to accomplish a strategic plan and new comprehensiv e plan . We do rec-
ommend that environmental matters added to the scope of City planning. Please seek authoriza-
tion from the City Council and the Mayor for an informal contact with the ACE 501(c)(3) or-
ganization to discuss re-certification and renewed strategic planning.
