Discussion of Items: Wa ste Water Treatment / Sewer Overflow 5-ye ar pl an Accord ing to Gary, J immy Conyers h as a copy of the draft from FEAB out li ning the 3 major components of the 5-year p lan , and FEAB's support thereof. The 3 maj or com ponents are: 1. Technical Service Div ision 2. Storrnwater sampling 3. Side Stream water storage Gary said J immy is not fu ll y aware of what the Technical Serv ice Division wo ul d entail , and J immy has suggested th at Ri chard ask for a specific position or positions to b e filled as part of the Technical Service Division. R ic h ard said th e bar for wh at is acceptabl e as far as overfl ows is far higher now than in the past and therefore requires a greater leve l of system management. Ric h ard has checked with Au burn on th e possibility of supp lying treated R ichard sa id waste water d ecentralized service areas shou ld be researched as a goal for the fu ture. The airport has pro perty available for th is. Richard said council recently rejected approval of a $6,500 study which would have assessed areas available and functionality of decentralization systems which would greatly enhance the current system. The current waste water treatment system has one main collection area and outfall (Mobile Bay). Richard said the current waste water system has room for growth but will likely be at full capacity in 10 years. We need to have a plan in place within 5 years . Gary said the FEAB will continue to support Richard's effort but he will have to take the drivers seat for the management of the program, and outlining exactly which positions he needs to fill to ensure success of the 5 year plan. Mike said he would like to meet with Richard to discuss stormwater sampling, watersheds and times of concentration, time lapse sampling, etc. Richard agreed to meet with Mike. Regarding side stream storage: Gary likes the proposal as is and think storage is key to controlling overflows. Gary would like to see waste water reduction mentioned in the 5 year plan. This would minimize waste water entering the system . He said we need to identify businesses that contribute significant amounts of waste water to the system and offer incentives for reduction . Fly Creek/ Eastern Shore Watershed Study Rick said Marlon Cook will be at the next meeting to discuss sediment sampling. Fairhope North Beach Water Quality Gary asked Richard if he was involved in water quality sampling at North Beach Park. Gary is convinced human sewage is somehow entering the duck pond area. Richard said he has recently videoed sewer lines from Fairhope avenue to the waste water treatment plant. If there are any leaks in Big Mouth Gulley watershed (North Beach Park is in this watershed), this will show up in the results. The results should be available soon. Kim said Richard Johnson / Public Works oversees the parks . Jeanine said the City would benefit from having Beach Management personnel.
