Summary of meeting : 1. FEAB is a group of highly competent volunteers w ho wish to supp ort staff with environmental projects and regulation review . 2. FEAB cha irman and co-chair recently met with Baldwin County and Daphne environmental committees, and a joint environme ntal comm ittee was forme d for quarterly meetings . 3. Co -chairman Amy sugges t s extending future monthly FEAB meetings to 1.5 hours instead of 1 hour. 4 . Staff encourages FEAB to partic i pate in and attend monthly meetings such as Planning Commission meetings to better understand the process . Th is is the best way to support staff. 5 . Park management plans require council approval and are site spec if ic. 6 . Triangl e Park property concept is mo st ly complete; GOMESA grant has bee n awarded . Bid preparation soon to be in the works . 7 . Wetland ordinance needs revis ion and/or rev iew . FEAB will work on charett e planning . 8. Mayor is i n support of park perimeter boundary signs. The conelation of that transition to what is currently happening in Baldwin County and Fairhope is strikingly similar. Rick hopes to utilize his education, career and life experience to their fullest e.'dent and assist the F airhope E1niroumental Ad\lisory Board acrordingly. He has worked in environmental science, research, and comp li ance for over JO ye . Since coming to Weeks Bay Res erve in 200 1, Mike h collaborated with agencies, decision-makecs, and area res idents to a.chieve better use of the natural resources of coastal Alabama. Duties include professional training, water quality monifol'ing and research, and assisting watershed srakeholdecs with on-the-ground pollution prevention and restoration projects. Mike has been a re sideut of Fairhope ince 1994 and has served the City as a member and chairm.rul of the Environmental Advisory B oard. Prior to Weeks Bay Reserve , l\,fike managed the app li c-ations and enviroomental testin_g laboratory for an engineering fum in Charlotte , North Carolina. Amy made a motion to approve FEAB February meeting, with one amendment: Add motion# 6: City is advised to follow current Colony Park management plan. Mike seconded the motion. Minutes as amended were approved unanimously . 2. Amy asked FEAB members to consider amending the FEAB by-laws (if requ ired) to allow for future meetings to be held from 2:30 p .m . to 4 p.m . instead of 3 p.m . to 4 p .m . It does not seem agenda items are being fully addressed with one hour FEAB meetings . Th is is a topic for future discussion . 3. Amy mentioned her and Gary 's recent attendance at the first joint Environmental Board Meeting with Daphne and the County. This was held at the Fairhope Satellite Courthouse . This will tentatively be held quarterly, with Amy leading as Joint Chairperson for the group . Kim is unable to commit to taking minutes for the jo int meeting . Date , time, location of joint meeting not confirmed but it will likely be held at the Satellite Court house . Ashley Campbell of Baldwin County is in charge of setting up the quarterly meetings . Hunter is concerned about redundancy with committee meetings and limited staff to attend. Kim is already attending the County environmental advisory meetings monthly as a citizen volunteer . Kim is sharing County EAC information with staff and FEAB. The Baldwin County Environmental Advi sory Committee is held the first Tuesday of every month, at the Robertsdale Baldwin County Anne x meeting at 4 p.m. This is a public meeting and some members have attended the se meetings (Mike Shelton, Gary Gover, Nigel Temple, Jim Horner). This is one way for FEAB to keep up with County initiatives over and above the upcoming joint meetings . Figure 1 Pictured: Co lony Park, before and after a rain event . Amy: Colony Park is located at CR 13 and 44 . It serves as a flood plain . Any approved uses should include preservation of the area as an active and functioning flood pla i n area . Mayor: The only uses currently being considered are frisbee golf (in upland areas). Amy: Upland areas are only about .5 acres of the park Pat White : would like to open discussions about Colony Park as a possible cross country track course or training course for Fairhope Schools . Gary: Track course could be on perimeter of the park which is 1.5 miles . Two loops could accommodate a 3-mile cross country course . Page \ 14 FEA B M arc h 11, 2 0 22 Minutes Amy: mentioned recent motion for City to consider following current 10 year old Co lony Park management plan directives . Mayor: Management plans must be approved by Council, inc l uding the existing Colony Park management plan. This management plan appears to have been compiled whi le the park was still owned by Single Tax . It is not part of the park deed . Ben: there needs to be a management p lan for each City Park property. He also mentioned recent camping activity on the Triangle Property. Hunter asked everyone to report violations or possible violations when they see them . Mayor said currently there is an approved management plan for Kno l l Park . The Co lony Park management p lan has not been approved. Kim me ntioned upcoming park sig ns for bo un daries of undeveloped park property, per recent discussions with the Mayor. SALT signage was used as a guide li ne. Signs wil l have city emblem and wi ll likely state "Property of City of Fairhope". City is still deciding on exact number needed (tentatively 150) and placement standards (on trees vs. in the ground). Placement will likely be in the ground. Corey asked if management plans could be standardized . He wants more information on management p lans for parks . Ben said management plans need to be specific for the park location; different needs and concerns for each park . Gary mentioned the idea of creat i ng a sub -committee between the Recreation Board and FEAB since both have interest in park development. Mayor said Corey is the Council Liaison for both committees (Rec and FEAB). Both are public meetings. Harbor Board as we ll. All are invited to atte n d. She suggested FEA B ask to show this presentation to other relative boards such as Rec Board and Harbor Board, at their regular meeting. Page j 15 FEAB March 11, 2022 Minutes Amy : There are bank erosion and invasive species concerns with the Dyas Triangle property. Erosion of embankment might cause liability issues for bike trails. Mayor said there are already dirt bike trails within the park . GOMESA grant has been awarded for the park. Bids will soon be sent out. The conceptual plan for use of the park is comp lete, with plans to include: 1. Landscape Architecture 2. Trail head 3. Outdoor classrooms 4 . Underground wildlife tunnels 5 . 2023: Roundabout Mayor asked FEAB to assist with future tree inventory (compiling specifications for t ree inventory, etc .) Mayor said Triangle Conservancy group has a different vision for the property : they would like it to stay completely natural. Triangle Conservancy has purchased a s/f home that abuts the triangle property . There may be an opportunity for City to use this home as a nature ce nte r to complimen t the T ri ang le Property. Hunter: Screening of park will be top priority so that it ma intai ns it natural visual appeal. Amy mentioned her concern over the large culverts creating a mini-Niagra Falls , at Fly Creek and U.S. Highway 98 . Gary said this b r idge is undermined and needs inspection . Page I 16 FEAB March 11, 2022 Minutes Kim said AL-DOT maintains this bridge and culvert. She will gather more information on Gary's concerns and convey to AL-DOT/ Public Works . She said this and other areas of concern in Fairhope have been added to the Fairhope "Hot Spot" list (because of the culverts which only allow fish to travel one way and bank erosion). The Hot Spot list is a l ist of complaints received (internal/externa l). The Hot Spot list was previously shared with City Staff and FEAB , and ultimately the Eastern Shore Watershed Steering Committee group, which she is a li aison for . If you have a hot spot suggestion , give the information to Kim for updates . She said one "hot spot" location is currently being corrected: North Summit Street Big Mouth Gully bank stabilization/drainage upgrade project---currently underway . Nicole : explained the hot spot list : cities and municipalities involved in the Ea stern Shore Watershed Study were asked to provide a list of "Hot Spots" in their area, to i nclude areas of concern . Gary sa id Fly Creek is on the 303-d li st for cattle pathogens from cattle grazing . He is concerned with Auburn property in the Fly Creek Watershed as being a possible culprit. Nicole said there is not an Auburn representative attending the ESWMP steering committee . Page \ 17 FEAB March 11, 2022 Minutes Erik asked Amy/FEAB to work on scheduling a charette if FEAB is interesting in participating in changes to the ordinance. However, due to SB 107, most wetlands in our permittin g area no longer fall u nde r t he Cit y w etland or red soil/c lay ord i nance. Amy said FEAB wou ld work on c harette scheduling and p lannin g. Hunter: Sub Regs trigger wetland buffer requirement (in subdivision applications, not single family applications). This still applies to the Planning Jurisdiction. City's goal is to write some of the wetland ordinance requirements into the Sub Regs . Page \ 18 FEAB March 11, 2022 Minutes Hunter: Planning Commission meetings and comp plan meetings are all public with many cases being public hearings where anyone can speak . FEAB is encouraged to attend to offer comments and input that way as well as through formal drafts and motions. He appreciates the LUP formal comment document recently received. He has shared these FEAB comments with comp plan consultant group Neel Schaffer . He asked FEAB to consider Sub Regs when commenting on changes; he encouraged FEAB to attend mont hly Planning Commission meetings or watch on line as a venue to better understand city procedures and regulations . This is one way FEAB can support the Planning Department and help us rewrite regulat ions .
