Regular Meeting
March 8 , 2018
The Fairhope Financial Advisory Committee met Thursday, March 8, 2018 at
4:00PM at the Nix Center, I Bayou Dr., Fairhope, AL.
Members present: Will Newberry , Page Stalcup, and Charles Zunk; and
Council liaison Robert Brown .
Draft Report on the Police Jurisdiction Project: Will and Page presented a
draft report on this project, followed by discussion by all the members present.
After a motion and a second the Committee voted 3-0 to accept the report as final
and to forward to City Council.
Status Report on Large Capital Projects for the Natural Gas Utility: Richard
Peterson presented a draft RFP which was discussed by the members. The
Committee voted 3-0 to forward its agreement wit h the RFP to City Counci l.
Discussion of new project: The me mbers discussed the need to begin working
on a project regarding the financing of the large capital projects for the Uti lities
including sizing, timing, and alternative sources of funding. Tim and Chuck will
be meeting with the Mayor and her staff, and with representatives of City Council
before the next F AC meeting.
BP Restoration Act Funds: The Mayor presented a summary of the recent
decision to grant funding for several Fairhope projects from the BP Restoration
Act Fund .
Purchasing Policies and Procedures: Now that the new Purchasing Manager
wi ll be starting work, the Committee indicated its readiness to coordinate with
City Staff to improve purchasing policies and procedures.
Public Participation: The Chairman opened the floor for public participation.
Adjournment: After Public Participation the meeting was adjourned.

Subiect: Recommendations in regards to Police Jurisdiction
Our recommendation is that the current police jurisdiction remains the same until
the City completes the following two tasks.
1. An analysis of costs versus revenues arising from the existing PJ.
Currently neither the City administrators nor the police department itself has cost
and revenue information captured in such a way that this analysis could be
undertaken. With the City administration properly segregating revenues and
expenses , we recommend that a cost benefit analysis be undertaken by a qualified
independent third party.
2. A marketing campaign targeting property owners within the PJ directed
towards selling the benefits of annexation to the City
Until both of these tasks are completed and the results thereof reviewed by the City
and the Committee, no fact-based recommendation of either keeping or changing
the PJ can be made. A recommendation that is not founded in a factual analysis is
premature and counter to the interests of residents of both the City and the
surrounding PJ.
