A motion was made and passed to approve the minutes of the May 13th meeting of the commission. Ken Cole reviewed the current balances of the estimated 2020 3-mill revenue and the city funds. After accounting for expenditures approved at the May meeting, $260,503.52 remains in estimated tax proceeds and $245,000 in city funds . Funding requests from Fairhope West Elementary and Fairhope East Elementary that had been tabled at the May meeting were revisited. After a review and discussion of these requests, each was approved, to be allocated from the city funds. After a review and discussion of these requests, each was approved, to be allocated from the 3-mill revenue funds. Fairhope EAST Elementary • 3 Part-time Instructors@ 14,080 each -Total 42,240 Fairhope WEST Elementary • 4 Part-time Instructors@ 15,000 each -Total 60,000 More requests are expected to come from J. Larry Newton, Fairhope Middle, and Fairhope High in the near future. Discussion took place regarding the establishment of a reserve account, with several approaches suggested. A set percentage or set amount from either or both funding streams (3-mill tax revenue and city funding) will be considered. Because the commission has not defined the method for funding the reserve account at this time, members will consider putting in reserve any funds not allocated from both funding streams this year, and will decide on a method before the next funding cycle. A brief discussion took place regarding the use of a standardized funding request template. It was noted that the format used in the Akribos study to show the 2015 allocations from the City of Fairhope to the area schools (pp. 31-32) might be a useful one for future requests. Principals in attendance were asked to work with the other principals to consider options and provide input. The next meeting of the FPSC will be on July 1st at 4:30, location to be determined.
