HomeMy WebLinkAbout02-13-2019 Harbor Board Meeting MinutesSTA TE OF ALABAMA )( COUNTY OF BALDWIN )( The Harbor Board met at 4:30 p .m., Civic Center, Delchamps Room , 161 N Section St. Fairhope, Alabama 36532 on Wednesday , February 13 , 2019 Present were Members: Skip Jones, Tom Yeager, Bob Riggs, and Don Bates. The City was represented by Tom Kuhl , Sean Saye and Lynn Maser. Jennifer Olmstead took the minutes. Skip Jones called the meeting to order at 4:35 p.m. Minutes from the December 12 , 2018 special called meetin g were presented and approved on a motion by Bob Riggs, seconded by Don Bates ; Tom Yeager did not vote. Skip Jones asked Lynn Maser to report on the City 's activities regarding the Fairhope Docks. Lynn Maser reviewed the bid opening for the dredging project. She stated that the bid opening for the dredging project would be placed on the next council meeting agenda to either accept or reject the single bid and move to negotiations. Lynn Maser discussed non-formal building quotes for both a small and large dry storage buildin g . Don Bates has concerns regarding parking density if the dry storage facility comes to fruition. Tom Yeager has concerns about building setbacks in regard to property zo ning . Lynn Maser continued to discuss mobile bathroom/office facilities. Sean Saye reported his staff is still working on property clean-up. The Environmental Advisory Board is very concerned about a boat ya rd facility not being environmentally sound and the board would like it stated in the contract if the city decides to go in a boat ya rd dire ction. The board began to discuss the possibility of purchasing a dredge . Tom Yeager thinks the City owning and operating the dredge would be a good way to go. The City staff would like for the board to reach out to the Council and make a recommendation to purchase a dred ge with the ne xt budget cycle . Bob Riggs questioned the transient rate and think s it ma y be too high . Skip Jones went over the cost of decking materials and recommends usi ng pressure treated wood for any repairs made to the dock areas. Skip Jones discussed the potential for a small boat yard operation within the confines of an environmentally sound operation. Tom Yeager would like the City to provide a boat yard serv ice . Skip Jones would like to solicit the council to allow for a feasibility study of the property at the Fairhope Dock s. The board di scussed the possibility of a boat yard where the City provided the infrastructure and the operator have a franchise agreement with the operator. As well as the possibility of getti ng requests for propo sals from boat yard operators. Don Bates excused himself at 5 :2 8pm; rejoined the meetin g at 5:30pm Skip Jones asked the Board for a motion to recommend either a boat yard facility or a dry storage facility. Bob Riggs made a motion to recommend to the Council that they request for proposal of a dry storage facility or a boat yard facility . Don Bates seconded to open the item for discussion. Don Bates has grave concerns regarding the parking situation when it comes to a dry storage facility . Tom Yeager is opposed to the Dry Storage faci li ty . The motion failed to pass. The board agreed to call a special called meeting on March 13 , 2019 at 4:30pm in the Delchamps Room . At this meeting the board will discuss the intent of a request for proposal.
