HomeMy WebLinkAbout02-09-2022 Harbor Board Meeting MinutesSTATE OF ALABAMA COUNTY OF BALDWIN The Harbor Board met at 4:30 p.m., Delchamps Room , 161 N Section St. )( )( Fairhope, Alabama 36532 on Wednesday, February 9 , 2022 1 Present were Members: Robert Barry , Don Bates , Chris Cunningham and Skip Jones. Sean Saye represented the City. Jenny Opal Wilson took the minutes. Don Bates called the meeting to order at 4:30 p.m. Councilmember Jack Burrell arrived at 4:32 p.m. Councilmember Corey Martin arrived at 4:58 p.m. The meeting minutes from October 13, 2021 were presented and amended on a motion by Skip Jones for approval; The Board wou ld like to recommend to Council to reappoint the following members to another 2-year term to expire October 2023: Tom Yeager , Robert Barry, Skip Jones , Chris Cunningham and Scott Douglass; Seconded by Robert Barry; none opposed. Councilmember Jack Burrell gave report to the Board that the City are in negotiations with Rick Gambino on real estate transaction to take back the Municipal Pier Marina. Board discussed transient boats at Municipal Pier Marina and improvements. Counc ilm ember Burrell concerns were safety during storms , handicap access ibili ty , and shuttle transportation into the City. Councilmember Burrell discussed displaying signage at Municipal Pier Marina with shutt le phone number for transient transportation. Sean Saye, Harbor Manager gave report to Board. Fuel sales were the most profitable on record over the last two months for January and December. November sales were down. October sales were better than last year. Ice machine down for last two (2) days. Communi cation box taken out of ice machine and sent back to Cooler Ice for up grade to 4G. Ice machine was emptied , and ice bagged to sale. Councilm em ber Jack Burrell inquired on amount of ice so ld. Sean reported they sell around four (4) or five (5) bags a month . Councilmember Burrell suggested di sp lay in g signage for self-se rve 24/7 ice with credi t card. Councilmember Jack Burrell inquired on whether the Yacht Club provides ice machine for members. Chris Cunningham responded they use to have ice machine he was unsure if operational. Dredging is progressing at a slow pace. Dredge crew has not been on site since January 8 , 2022 citing maintenance issues with small dredge . They procured large dredge . Pontoons for dredge were dropped down at our marina and taken out the next day. The dredge pipe for large dredge is on ground with coup lers. Sean 's understanding is dredge company is awaiting clear weather day to get the large dredge to our marina by water. Not sure where small dredge is located . Seven s lip s to complete with small dredge in main basin. Large dredge to take care of fourteen s lip s and channel. Everything they cou ld dredge with excavator has been done. Awaiti ng dredge crew to show back up with the two dredges. Bulkhead is complete over on Creekside. They have progressed down and gotten between E&F Dock. That bulkhead is all the way across and making turn up toward C Dock right across from the front. Boards are in. Bulkhead work with Stewart progressing. Unab le to maintain power going out to D&E.Dock, power cut to those docks. Cannot reconnect power unless brought up to code. Awaiting power pedestals on order. They will not be here until the end of April or early May. Slips are in the dark. All s lip holders have been made aware. Lost one s lip ho ld er who refused to be without 2 power. Concrete basin for pedestals is in ground for conduit on the Creekside at bulkhead. As the bulkhead work continues the new City Electrician will ensure conduit is in ground under the docks before they bui ld the new dock. I am working with the new City Electrician to progress forward for turn key operation. The escape ladders have not been added. Awaiting bu lk head work to be complete. Collaborating with vendor for quote on custom made ladders at best pr ice. Don Bates gave report to the Board. The Board and Council were in consensus to move forward with Clean Marina agreement. Councilmember Kevin Boone and I will meet with Environmental Committee on Friday , February 11 "' to move forward with partnering on C lean Marina agreement. Phillip Hines with the State will support us on agreement. Don commented we acquired the other harbor which limits long term transients because we do not have faci li ties due to environmental. Don recognized Sean Saye for doing a good job on researc h ing the cost of recyc l ing wood. Don Bates discussed the Vision as the City talks about the future. The Board would volunteer our help to partner with City. Council to provide gu idance. Board happy to provide a team and support. Skip Jones suggested building back and look at user friendly for citizens without burden. Don suggested citizens would like to see a Waterway Gateway . Councilmember Jack Burrell liked Waterway Gateway with amenities and a return on investment. Councilmember Burrel l introduced Council member Corey Martin as he arrived. Don Bates discussed Harbor Board terms and recommendation from October 13 , 2021 meeting. Board needs to review appointments. Counc il member Jack Burrell recommended to amend and adopt minutes from October 13, 2021 on re-appointments. Skip Jo nes moved to amend minutes from October 13, 2021 on ex pired appointments and reappoint expired members: Robert Barry , Skip Jones, Chris Cunningham and Scott Douglass to a 4-year term to expire March 2026 , seconded by Chris Cunningham. All in favor. Don Bates d iscussed applications for appointment to Board : Mikeal Donald , Hobart Reed Key, and Steve Ingram. Board in consensus for appointment of Mikeal Donald. Skip Jones made motion for appointment of Mikeal Donald for vacant position , seconded by Chris Cunningham. All in favor . Contingent on Board reaching out to Mikea l Donald to make sure she is sti ll interested in position. All in favor. Councilmember Corey Martin commented Council app reciates recommendations . Gary Gover questioned the Board about the measurements to approximate on removal of materials/permits. Councilmember Jack Burrell commented March 2023. Sean Saye to talk to Richard Johnson on seventy- five (75) days weather/holidays . Counci lmember Jack Burrell to follow up with Kim Creech on bond incentives, liquidated damages , five hundred/day , and enforcement. Councilmember Cory Martin discussed money back and penalties . The next meeting is sc heduled for April 13 , 2022 at 4:30 p.m. There being no further business to come before the Harbor Board , the meeting was duly adjourned at 5:29 pm .
