Present were Members: Scott Douglass , Don Bates, Skip Jones, Chris Cunningham, and Robert Berry . The
City was represented by Sean Saye. Jennifer Olmstead took the minutes .
Don Bates called the meeting to order at 4:30 p .m.
The meeting minutes from February 9 , 2022 were presented and amended on a motion by Skip Jones for
approval; reword the minute amendment of the October 13 , 2021 meeting to reflect: "the Board would like
to reappoint expired members Robert Barry , Skip Jones , Chris Cunningham , and Scott Douglass to a 4-year
term to expire March 2026", seconded by Scott Douglass; none opposed.
Sean Saye provided the board with an update. Fuel prices are now below $5.00 and fuel sales have been
below normal due to the increased pricing. The bulkhead repairs on the original contract are about complete
and the Council has approved additional funds to repair the last 46 feet. The dredging project has stopped
due to the company not meeting deadlines. Eighty-seven percent of slips are without power; need to rebid
project as a whole instead of parting it out. Sean went over the electrical issues the Marina is having and
the plan the electrician has come up with to properly supply e lectricity to the slips. The board does have
concerns about having vessels without power to recharge their batteries.
Scott Douglass made a motion to appoint Reid Key to the vacant Harbor Board position, seconded by
Robert Berry ; none opposed.
Don Bates stated that the clean marina vision is good to go as soo n as the bulkhead repairs are complete.
Sean Saye stated that they are operating under the Clean Marina Act rules even though repairs and electrical
issues are still being taken care of.
The board discussed the necessity of electricity at the marina and would like to only see transient slip rentals
at the pier marina. Chris Cunningham made a motion to recommend to council only transient slip rentals
be allowed at the municipal pier marina, seconded by Don Bates; none opposed . Scott Douglass made a
motion to allow Skip Jones to develop and submit a formal recommendation to Council to expedite the
electrical repairs due to an economic hardship and public relation stand point, seconded by Skip Jones ; none
opposed.
Christopher Jones with Sail Time addressed the board . He has multiple vessels at the marina. He would
like to commend the staff on their communication with slip holders. He would like to see the current
improvements completed and would be interested in space rental at the marina. He would like to see the
property utilized better .
The next scheduled meeting will be held Ju ly 13 , 2022.
There being no further business to come before the Harbor Board , the meeting was duly adjourned at 5: 18
p.m.
