HomeMy WebLinkAbout02-12-2020 Fairhope Historic Preservation Committee Meeting MinutesFairhope Historic Preservation Committee Monthly Meeting Notes Wednesday, February 12th, 2020, 9:45 am Fairhope Museum of History Attendance : Gary Gover, Jill Godard, Gabriel Gold-Vukson, Skip Jones, Jim Huggins, Mara Hunter, and Council Liaison Jimmy Conyers -Committee members NOT present -Cooper Norman, Andrew Ousley. GUEST-Buford King Call to order: 9:45 by Committee Chair Jill Godard Membership 1) Gold-Vukson resigned his seat as committee member and assumes new role as the Committee's museum liaison. See attached treasurer report. 2) Gover nominated to take officer role as treasurer, a role previously held by Gold- Vukson; Hunter volunteers to fill vacant secretary role. Report of the Committee Chair Summary: Earlier in 2019, members of the committee drafted an Historic Preservation ordinance adopted from the state guideline. However, a recommendation came forward at the December 2019 meeting that the committee scale back its efforts and leave the actual preservation plan to a permanent commission. Therefore, in place of a fully fleshed out ordinance, the committee proposed an ordinance that would create a permanent commission. In turn, the future commission (and not the current committee) would craft the preservation ordinance. Old Business Chair solicits feedback on the proposed approaches from the committee. The committee raised the following points for each: a) Arguments for establishing the commission only (i.e. not the commission+ ordinance) emphasize that a permanent commission will 1) begin its work with support from the city, and 2) will be staffed by people with a specific skillset unique to the needs of an ordinance. b) Arguments for establishing a commission+ ordinance emphasize that 1) the meat of ordinance activities have already been established by the state, and 2) the state ordinance includes flexibility necessary for working at local levels, and 3) the tight time-table associated with getting CLG funding. Resolved: Meet with city councilors individually and the mayor to canvass additional perspectives, which the committee will take into account as it develops a course of action.
