HomeMy WebLinkAbout04-03-2023 City of Fairhope Parking Authority Meeting MinutesCity of Fairhope Parking Authority meeting minutes Monday, April 3, 2023 Present: Chad Bartz, Mandy Bezeredi, Morgan Slay, Randy Williams, Stephanie Hollinghead/City liaison The meeting was called to order at 8:00 a.m. Stephanie Hollinghead gave an update: 1. Arts Alley Project is in the 2nd phase and is coming along as scheduled 2. Ordinances will need to be written to cover 15-minute parking. In addition to the ordinance, the parking spots need clearly marked signs “15 min parking”. All spots need to be consistently marked in the same manner. At this time, some spots are marked with signs, some marked on the asphalt, others are just the green X. a. Randy Williams recommended that the number of spots be increased and has requested the 15-minute spot that was removed at the entrance of De La Mar be placed back at the same location. He has received positive feedback on those parking spots. It has been recommended to send out information via utility bills and social media to educate on the use of the 15-minute parking spots. b. Randy Williams recommended that the Loading/Unloading Zones have a time frame of 6 am – 4 pm and clearly marked as such. c. Morgan Slay recommended a letter from the city concerning the loading/unloading zones with a map of location be sent to merchants to provide to their distributors. Also recommended information be pushed out on social media to educate the use of the zones with time frame. 3. Morgan Slay discussed the need to add to the by-laws specific requirements of member to attend meetings. The committee had previously discussed missing two consecutive meetings would be considered a determination for removal from the committee. This was a unanimous decision by the committee. 4. Chief Hollinghead introduced Bryan Flowers, who has applied for the vacant position on the committee, replacing Ginger Milligan. A motion was introduced and a recommendation to appoint Bryan Flowers to the committee. A recommendation will be sent to the Council for the appointment. 5. Morgan Slay discussed looking at technology systems to assist with parking spot locators and to assist with keeping up with the 15-minute parking spots. 6. Chad Bartz inquired about the liaison position with the Planning and Zoning Board. This was discussed in a prior meeting. Chief Hollinghead will get the information and forward to him for future Planning meetings. Discussion from previous meeting: A request by Planning Director Hunter Simmons that one member of the Parking Authority serve as a group representative to a possible committee that is being formed by the Planning Commission. The gathered members agreed to appoint someone at the next scheduled meeting, provided more information is given on the committee demands associated with the request. The next meeting was set for 8:00 a.m. June 5th at the Fairhope Museum of History. The meeting was adjourned at 8:46 a.m.
