Dr.Rodriques-Feowholiveswithin300ftofthisproperty,askedwhathisplanswereforparking.Mr.SmithsaidhehadnottalkedtoBobaboutwhatheneededbuthehadshowniLlspacesonhisplat.Hisplannedentrance/exitwasdiscussedandhowmanycagesheplanstohave(5).Mr.WalkerquestionedhowthiswasgoingtoimpactthetrafficonGreenoRoadandVolantaAve.BobspokeatthistimesayingthattheCityhasaskedforandintheprocessofreceivinganupdateonourcomprehensiveplanandoneofthequestionswashowmuchcommercialpropertydoweneedandhowthiswouldimpactGreenoRoadamajorarterythatisbeingexpandedtofive-lanetraffic.HesaidthedraftcamebacksayingwehadenoughcommercialpropertyonGreenoRoadforatleastanother5yearsparticularlyonU.S.Hwy98.Hesaidthespeedlimitnowis50mphandonewouldhavetoconsiderasastandardpointofpublicsafety,themoreentrancestoGreeno,themoreproblems-thenumberofmovementswouldbegreatervs.residential,thatthisissomewhatablindcurve.Mr.Walkercalledforanyoneinopposition.MrsCainquestionedifthiswasR-1?Bobrespondedyes,andexplainedhowthiswouldapplyasause5ermittedonappeal.Mrs.Cainagainaskedwhenboardestablished(1953bystatelaw)Bobwentontoexplaintheauthorityoftheboard.TherewassomeconfusionintheaudienceastheyquestionwhythisbeforethisboardandnotPlanning&Zoning.Mr.Walkerexplainedthatthisboardisnotchangingthezone,thatplanning&zoningcommissiondoeszonechanges,butthisisnotwhataskedfor.BobexplainedtheycouldhavegonebeforePlanning&Zoningforzonechangeorcouldapplyforspecialexceptionuse-whichiswhattheydid.Thecommentwasmadethateverythingattheparkisfree.JerryBoyingtonquestionedabattingcagethatwaspermittedinacaseonlandadjacenttoparksayingtheprecedenthasbeenset.Mr.Walkersaidthateachcasestandsonitsown,andinthecasementionedthebattingcagewasanaccessoryuse,notprincipaluse.Hesaidtheboardcouldsetrestrictionsonthisifgranted,puttimelimits.Aladyintheaudiencespokeinopposition,sayingthatshethinksthecityshoulddothis,iftheycanraisemoneyforcommunityparkthattheycouldraisemoneyforthis,letthecitybenefitfromthis.Dr.Rodriques-Feo.askedMr.Smithaboutthehours,whetherhewasgoingtohavelights.Hesaidatthispointnosethours,butdidplantohavelights.Mrs.McClintocspokesayingshewasdisturbedthattheboardcouldgrantspecialexceptions.Mr.WalkerexplainedwearefollowingtheordinancethatthePlanning&ZoningCommissionandcounciladopted.AfterfurtherdiscussioninwhichMr.WalkerexplainedthatthiswassupposedtobebeforeAdjustmentsBoard,Dr.RodriquesFeoaskediftheboardallowsthiswouldtheypleaseputsomerestrictionsonfornoise.Mr.Walkercalledforanyquestionsand/oramotion.ClaudePuckettsaidheagreedthattheneighborhoodshouldbeR-1andthecomprehensiveplanwouldbeofficialwhenthecounciladoptsit;hefurthermovedtotablethisuntilconcretezoningonGreenoRoadisadopted.JimMcCluresecondedandmotioncarriedunanimously.Therebeingnofurtherbusiness,meetingwasdulyadjourned.
