HomeMy WebLinkAbout09-28-2022 Street & Traffic Control Committee Meeting MinutesSTATE OF ALABAMA )( : COUNTY OF BALDWIN )( The Street & Traffic Control Committee met at 4:00 p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532 on Wednesday, September 28, 2022. Present were: Councilmember Kevin Boone, Richard Johnson, Hunter Simmons, Chief Stephanie Hollinghead and Jack Burrell (4:57 p.m.).; Jennifer Olmstead took the minutes. The meeting was called to order at 4:10 p.m. Minutes from the May 12, 2022 meeting were approved as submitted on a motion by Hunter Simmons, seconded by Richard Johnson; none opposed. First on the agenda was a discussion of adding a speed calming device on Edwards Avenue east of Patrician St. Jack provided history of the placing of the other two speed calming devices and noted that a third device had been approved after the development of Victorian Village Estates. Hunter made a motion to have a total of three speed calming devices along Edwards between N Greeno and Bishop Road being equally spaced apart, seconded by Jack Burrell. The committee next discussed delivery trucks parking in the roadway downtown for deliveries. Downtown business owners addressed the committee with concerns of not having access to their private parking lots due to delivery trucks blocking entry ways. The committee decided to table the item and work to finding solutions between the downtown merchants and the parking authority. The next item on the agenda was a request for an all-way stop at Gayfer Avenue and Blue Island. Numerous citizens showed support of the request stating that there were improvements in the overall speed on Gayfer when the temporary all-way stop was in place during construction on Fairhope Avenue. Chief Hollinghead stated that 180 people were pulled over with 67 citations issued on Gayfer in the past few months. The committee discussed how to control the speed. Chief Hollinghead suggested placing flashing speed signs on Gayfer Avenue and complete a traffic study after they were placed to see if they made a difference. Richard Johnson made a motion for the placement of the flashing speed signs; seconded by Kevin Boone. The next item discussed was the intersection of Fairhope Avenue and Ingleside. Richard Johnson stated that Neal Shaffer had done a study of the intersection in the past. Richard stated he could spend public works engineering funds to have another study completed. The public was allowed to address the committee. Jean Fountain, Katherine Mepham, Kermit, and Gary Gover all addressed the committee in favor of the all-way stop at Gayfer Avenue and Blue Island. Doug Harrell spoke about the delivery trucks parking in the roadway downtown.
