COUNTY OF BALDWIN )(
The Street & Traffic Control Committee met at 4:00 p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532 on Thursday, May 12, 2022.
Present were: Councilmember Kevin Boone, Richard Johnson, Mike Jeffries, George Ladd and
John Hamrick.; Jennifer Olmstead took the minutes.
The meeting was called to order at 4:06 p.m.
Minutes from the January 28, 2022 meeting were approved as submitted on a motion by Mike
Jeffries, seconded by John Hamrick; none opposed.
First on the agenda was a request to remove reflective pavement markers on South Mobile
Street between Fels Avenue and Orange Street-Pier Beach Park. Richard Jonathan provided
history of why the markers were placed: at the request of the Pedestrian & Bicycle Committee.
The property owners along this area of South Mobile Street provided a petition for removal due to
continuous noise arising from the markers. On a motion from Kevin Boone, seconded by John
Hamrick the committee voted to remove the markers. Richard Jonathan stated that the markers
were placed by general Public Works maintenance duty and can be removed in the same manner.
The next item on the agenda was requests for crosswalks across Section Street at Nichols
Avenue and Nichols Avenue at Mershon in conjunction with the completion of sidewalks in the
area. The crosswalk across Section Street at Nichols Street was not in the original plans but will
be taken into consideration. This can be completed with normal public work maintenance duty if
necessary. The crosswalk at Nichols Street and Mershon Street will be installed once the project
is completed. Drainage work still needs to be completed at that intersection.
The next item on the agenda was a temporary crosswalk at the intersection of Patlynn and
Gayfer Avenue due to the increase of traffic from the closure of Fairhope Avenue. This was not
considered due to Fairhope Avenue reopening in the next couple of weeks.
The next item discussed was a request for a temporary stop sign to be installed at Blue Island
and Winn. Richard Jonathan stated he would contact the engineers for the Fairhope Sewer
project to see if was necessary and could be placed in conjunction with that project.
The public was allowed to address the committee. Gary Gover was following up with the
striping to be installed on North Ingleside. Richard Johnson stated that they will get the striping
placed and we can review at three months with a new traffic study. Thomas Green at 115 Club
Drive wanted to know how to slow traffic in Quail Creek. Gary Gover questioned how the
temporary all way stop at Gayfer Avenue and Blue Island was affecting the speeding on Gayfer.
He also stated that some additional warning signs be placed approaching the crosswalk on
Nichols Avenue between the Hope Farm and Fairhope Brewery. James Watkins inquired about
the difference between a bold down and concrete speed calming devices.
There being no further business to discuss the meeting duly adjourned at 4:54 p.m.
