at the Municipal Complex, 161 N. Section Street, at 8:00 A.M.
Present: Chairman Russ Kilgore, members Trisha Nelson
David Barnhill_, Jim Gaston, Robert Colling
Russ told the people present that the meeting today was
mainly to get some rapport going with the FBO and the
aviation community.
Lee Statler spoke from the audience citing that he felt
that the South ramp was not being watched by the FBO and
an incident where a lineman taxied his plane down the ramp
unauthorized to another location. That he felt the planes
were not being tied down with strong enough rope, and that
the plane owners had received a letter stating that they
would be responsible for tying down their own airplanes
and he felt the only service they were getting at airport
was buying gas.
Bill Heath addressed the Board citing the two incidents
where the airplanes had to emergency land one on the highway.
That he felt it was a dangerous situation that they were
not supervised.
Dr. Eubanks said he was interested in the traffic pattern
approach and take off and asked about the runway expansion.
Mr. Statler asked about T-hangars and remarked he had some
that he would donate the steel if we would bear the expense
of putting them up.
Mr. H.O. Bill and Mrs. McCrory were present and he explained
that he was co-owner of the plane that had to land on the inter-
state and what had actually happened.
John Paul remarked that it was his impression that no one is watching
who rents airplanes and wasn't it the responsibility of the FBO
to rent the aircraft.
Mr. Kilgore thanked all for their comments and after a brief
break in the meeting, he asked Mrs. Cosby if she wished to comment.
She said that her only purpose is to run a good airport for
Fairhope. She explained why the letter had been written, that
she did have a checklist for her employees and they were to check
the tie -down ropes on the airplanes. She cited the incidents
where the tie -down ropes kept disappearing so she wrote letter
that they provide rope and she would not charge for parking on
S. ramp. That she still checks them, and s_further stated
that she has been cordial to anyone comings he facility and
that she does keep her personnel busy by working on woodwork
just to keep them employed that there is not enough business
to do just aircraft work.

Mr. Kilgore told Mrs. Cosby that we were for one thing going
to start enforcing the Rules & Regulations passed by the Board
and they would be in force within 30.days from this date.
That copies would be furnished to anyone requesting them.
Also that the 5 year lease AxytiuJ.0-iation time was here as of
April 1 and that Mrs. Cosby should make sure she understands
the minimum standards and lease provisions as they too would
be strictly enforced. The Board set a time of 8:00 A.M.
on March 22, 1984 for a negotiating period.
The Board discussed the condition of the rotating beacon
and taxiway lights and Russ reported he had gotten a price
of $1375 for repair to the beacon and $300 for 8 hours trouble-
shooting the taxiway. Trish Nelson moved to do this Dave
Barnhill seconded and motion carried unanimously. Russ further
mentioned that the VASI project would be taken care of when
the runway extension was handled.
He brought to the Board's attention the lease on mineral rights
Dave Barnhill moved to approve subject to review of legal counsel
and the City Council's approval, A portion was mentioned that
should have been included no surface operations on on area
near runway, that will have to be inserted. Russ to get back
with Bethea and have this included.
There being no further business, meeting was duly adjourned.
