The Airport Board of the City of Fairhope met on January 13,
1981 at the City Administration Buiiding,387 Fairhope Avenue,
Fairhope, Alabama
Those members present: Chairman Russell Kilgore;
J.E. Gaston, Jr. and C.U. McCawley
A motion was made by J.E. Gaston to pay a bill from
McKenzie Bulldozing for $75.00, C:.u. 1,,IcCawley seconded
and motion carried unanimously.
A bill from City Electric was discussed, and it was
decided to hold up payment at this time as there was
an error in the bill and there are several things they
need to do before payment is made.
Russ reported that two inspection reports had been made
by Auburn and F.A.A. and that we were in compliance although
they recommended placement of obstruction lights on top of
the buildings.
Russ also reported that the audit of the -02 project reflected
that everything was okey but that we would have to pay $962.00
on the asphalt for the jet blast area. This was not covered.
J.E. Gaston moved, seconded by C.O. McCawley to send this
payment, and totally close out this project.
The letter from Bass Aviation regarding the ramp completion date
and the removal of the temporary building was discussed. It
was reported that Phil Bass had asked for a 30 day extension
further discussion led to the belief that nothing had to be
done at this time.
Russ explained the letter he had on Henry McCrory and what
prompted it, and that he had also received one from Phil
Bass, but that everything should be under control now.
It was reported that Bass had contracted with a Mississippi
Bank on an assignment of lease. That Russ had Ron Kopesky
look over the assignment and we needed to specify that
if the bank takes over the lease by default that it has
approval of the Airport Board and the time it will take over
specified.
It was suggested that a study be made to see if we want to
change the minimum standards for fixed base operator. All
were in agreement that this should be done.
The Board moved to have included in the minutes the approval
of pay request from S.A. Graham #2 in the amount of $77,547.15
The placement of new letters on the sign at the Airport was
discussed and the secretary was asked to get more prices on this.

M.L. Aust brought the Board up to date on Project #03
and showed the Board a letter he had written to S.A.
Graham Co., Inc. suspending the project by mutual
agreement due to weather conditions.(letter attached
to minutes) The Board concurred that this was the best
thing as conditions warranted it.
Russ reported to the Board that he had a request from
Phil Bass to install a 10,000 gallon propane tank
above ground at the Airport. The Board decided after
much discussion that the best route to take would be
for the City to run a line to the Airport. Russ was
to get with Phil Bass and discuss this matter further.
A motion was made by Russ Kilgore, seconded by C.O. McCawley
to have another sign put up at the Airport that says"welcome
to Fairhope". Motion was unanimously carried.
There being no further business, meeting was duly adjourned.

Re: Suspension of Work, Project No. ADAP 5-01-0029-03,

Dear Sirs:

In accordance with our discussions of December 17, 1980, work under
the referenced Project and Contract is hereby suspended effective
December 24, 1980. As discussed, the suspension is necessary due
to the untimely period of rain at the beginning of Basing Operations
and the absence of good drying conditions interspersed with, rain
thereafter, resulting in soil conditions adverse to soil/base
compaction. As was agreed, weather/drying conditions are not likely
to improve over the next few months.
It is therefore agreed that;
1. Work shall recommence on or before April 1, 1980.
2. A date of completion shall be negotiated and agreed upon
prior to the recommencement'of work and said completion
date shall be set in consideration of past days lost due
to conditions beyond the control of the Contractor; the
disruption of the Construction Schedule as above mentioned;
and the relatively short period of time originally allotted
as evidenced by the actual construction progress.
3. Weather, and/or soil conditions permitting and subject to
the approval of the FAA, work during the period of suspension
may be allowed by separate agreement; however, time consumed
in the process shall be charged against the renegotiated
date of completion.
