at the City Administration Building, 387 Fairhope Avenue, Fairhope,
Alabama at 2:00 p.m.
Those present: Chairman Russ Kilgore, member J.E. Gaston
and M.L. Aust Consulting Engineer
The purpose of the meeting being the negotiations frith the McCknsin Trusts
having been completed for parcels F, G H & I for a sum of $3,136.69
per acre. It was moved by J.E. Gaston, seconded by Russ Kilgore that the
purchase be made at the negotiated price, motion carried unanimously
This being accepted, the Board authorized the Mayor.to sign for a
$70,000.00 single pay loan for 24 mos., interest payable annually at
627. through the City of Fairhope, to the First National Bank of Baldwin
County for parcels H & I. T-he parcels of land being the collateral for
the loan.
The justification for the $136.69 per acre over the $3,000.00 per acre
appraisal figure was discussed and those justifications submitted to
the F.A.A.
Russ Kilgore made a motion for the Mayor to sign and execute the
mortgage and note for parcels F & G to the Mcrkx an Trusts for 60 days
at T. per annum in order to execute the deed, in the total amount of
$49,465.60. J.E. Gaston seconded and motion carried.
The above being accomplished, the closing of the loans and acceptance
of the deeds executed by the McGovran Trusts were accomplished.
Russ Kilgore moved, J.E. Gaston seconded authorizing the engineer to slide
completion date of the project as requested to allay the contractor 120
calendar days from notice to proceed. The engineer informed the Board
the notice to proceed would be September 2, 1930.
The Board on motion by J.E. Gaston, seconded by Russ Kilgore authorized
payment of the appraisers and review appraisers(600.00 and 605.50),
accepted invoice Yk0780153 as submitted by M.L. Aust, engineer for the
portion of the basic services under the YM3 ADAP project in the amount
of $29,650.00.
With the approval of the F.A.A. a motion was made to amend the engineers
contract to better reflect the original intent of Mr. Aust as engineer,
to furnish testing services for the Jffl3 ADAPT Project. It being the
opinion of the Board that this is in accordance With both the original
proposal to furnish engineering services from Nr. Aust and the execution
of the contract.
J.E. Gaston moved to give permission to Bass Aviation for construction of
a temporary rigid building(located on the bubble building site) not to
extend pass January 31, 1981, Russ lalgore seconded and motion carried.
The Board also revised Exhibit A of the lease agreement and hereby revised
as per agreement between the Airport Board and Phil Bass/Bass Aviation
and will further be a part of the lease between the Airport Board and
Bass Aviation.
