Larry Newton Elementary School Members present: Amy Foley, Paul Hannon, Joe Kelley, Carrie Mackey, Danielle Mashburn- Myrick, Carrie McLemore, Miranda Schrubbe Members Absent: Shaunda Matthews, Hill Robinson Principals present: Tonya Harrelson, Brandon Clay, Lynn Smith – J. Larry Newton Elementary; Carol Broughton, Spencer Segrest, Christina Stacey – Fairhope East Elementary; Jenny Breazeale, Sidney Smith, Caroline Hollowell – Fairhope West Elementary; Angie Hall – Fairhope Middle; Jon Cardwell – Fairhope High City of Fairhope: Corey Martin Guest: Gary Gover; John Wilson – CFO, Baldwin County Public Schools The regular April meeting was cancelled, and this meeting takes the place of the meeting scheduled for May 3rd. P.J. Hannon called the meeting to order and the March minutes were approved. John Wilson provided updates on 3 mill tax estimates for next school year (2023-2024), highlighting estimated revenues from Ad Valorem and Probate collections totaling $3,505,860.87. This compares to the estimated total for the current school year of $2,862,288.89. Estimated unassigned funds (reserve) for current school year totals $1,761,021.00. (Detailed charts are attached) Other key items shared by John Wilson: • Salaries for teacher positions should be budgeted at $80K-$85K • All 3 mill funds are earning 3.5% interest; all interest is added to reserve account • Finalized calculation of carryover funds (budgeted but unspent) will be done at the end of June and can be requested for the new school year in September • Increase in 3 mill funds expected to be available for ’23-’24 can be used to make up for staffing disruptions caused by pandemic population changes/virtual school enrollment and changes in distribution of Title I monies • All personnel requests will now be reviewed by assistant superintendents Renee Carter (elementary) and Joe Sharp (secondary) After discussion of options for allocating 3 mill funds to each school, a motion was made by Corey Martin and seconded by Joe Kelley to divide funds evenly by school and allocate $700K per school for the ’23-’24 school year. Motion passed. Jon Cardwell presented a funding request for Fairhope High for new teacher positions for the 2023-2024 school year, to be funded by 3 mill money, except one position to be funded with carryover (see table below). Detailed request is attached. Additional request will be submitted at the next meeting. Motion to approve request was made by Joe Kelley and seconded by Amy Foley. Motion passed. Larry Newton Elementary for the “23- ’24 school year, to be funded by 3 mill money. Detailed request is attached. Motion to approve request was made by Carrie McLemore and seconded by Danielle Mashburn-Myrick. Motion passed. J. Larry Newton Elementary Math Specialist $85,000 Literacy/Technology Coach $85,000 Intervention Teacher $85,000 Social Worker/Counselor $30,000 Instructional Paraprofessionals X4 $154,000 STEAM Lab Instructor $85,000 Total Requested/Approved $524,000 After discussing various personnel needs at each school and the advertising requirements for positions necessary for moving ahead on these hires, a motion was made by Amy Foley and seconded by Danielle Mashburn-Myrick to give preliminary blanket approval for any new personnel for the advertisement period, with final approval to be voted on in the next meeting of the commission. Motion passed. Remaining requests will be considered at the next meeting of the commission, with copies of requests to be provided prior to meeting. To complete approval of funding requests for the ’23-’24 school year, an additional meeting is set for Wednesday, May 17th at 4:30 p.m. at Fairhope Middle. Meeting was adjourned at 5:40.
