HomeMy WebLinkAbout07-29-2010 Tree Committee Meeting MinutesThe Tree Committee of the City of Fairhope met Thursday, July 29, 2010 at 3:00 PM at the City Administration Building, 161 N. Section Street. Present: Bobby Green, Chairman; Vice Chairman Members: Tom Ellis, Rick Kingrea, City Council Representative, Skip Jones, Jennifer Fidler, Public Works Director and Horticulturist; Maria Gwynn, and Walt Bolton. Pandora Heathcoe, City Administrative Assistant took the minutes. Absent: Jonathan Smith, Planning and Zoning Commission and Paul Fontenot. The minutes of the May 3, 2010 meeting were duly approved. Skip Jones moved to do this, Walt Bolton 2nd the motion and it carried unanimously Grants -Ms. Stacy McKean, Premier Grants Consulting, LLC, along with Charlene Lee and Wendy Allen of Smart Coast were introduced to the Committee to discuss various grants that were discussed at prior meetings. ALDOT 2010 Community Forest Tree Grant Transportation enhancement funds (bicycle trails, sidewalks, trees in median, safe routes to schools, etc) are now out for bids. Bids are due by August 31, 2010 and supply up to $2,000 per grant. Each bid submittal must include a scope of work to be performed. Scope of work for this grant will be replacement of trees on Dela Mar Street. The City does not have to match any funds for this grant. Bishop-Boothe Revision Progress (Grant). This is a grant to provide sidewalks to schools. The deadline for this grant is November 30, 2010; and must also include a scope of work description. Identification between City of Fairhope and County right of way passages must be placed first. Federal funding is 100% of $150,000 for construction purposes; Walt Bolton reported he would donate the engineering for this project. The City of Fairhope would have to provide labor, which this cost has been negotiated with the Single Tax Corporation for consideration. 306A Grant to improve tree trails, this grant is due in March. Walt Bolton suggested creating a task force for these grant projects. Those to serve on the project include: Jennifer Fidler, Charlene Lee, Wendy Allen, Skip Jones, and Walt Bolton. Tom Ellis moved to do this, Walt Bolton 2nd the motion and it carried unanimously 1 257 New Ordinance Language-Bobby Green reported the revised Tree Ordinances had been sent and reviewed by Dan Stankoski, Debbie Quinn, and Lonnie Mixon of the City Council. Rick Kingrea suggested that placement be submitted for a formal review by the entire City Council on the next agenda, which is set for August 9, 2010. Possible voting by the City Council would appear on the August 23, 2010 agenda. Colony at the Grand -Although this case is still in litigation, discussion was presented as to how the future development relates to the tree ordinance as it stands now. Jennifer Fidler supplied an aerial map of the development which was broken down into segments. The developer does have plans to save various trees by zone. Centennial Trees Program -Tom Ellis said there was nothing to report at this time. New Business -Jennifer Fidler inquired what date should be set for Arbor Day 2011. The date was set for February 19, 2011 and Tom Ellis will notify the Master Gardeners. Tom Ellis also will provide an update of the Master Gardner group at the August 9, 2010 City Council meeting.
