HomeMy WebLinkAbout08-01-1979 Special Meeting125 The Airport Board of the City of Fairhope held a special meeting on August 1, 1979 at 2:00 p.m, at the City Administration Building, 337 Fairhope Avenue. Those present: Paul Weaver and H.O. Weaver of H.O. Weaver Const. Co. Ralph E. Compagno and Clarke Irvine of Radcliff Materials Paul Fruzzetti from the F.A.A. office Jackson, Miss. J.E. Gaston, Jr. and Russ Kilgore, Fairhope Airport Board Charles DeJean of Dixie Lab. Inc. M.L. Aust, Jr. Consulting Engineer, Fairhope Municipal Airport The purpose of the meeting being the correction of the asphalt overlay on the runway at the Fairhope Municipal Airport, and discussion on how to derive same. Mr. Aust acting as spokesman referred to a copy of a letter from Radcliff Materials to H.O. Weaver on the procedure they would use to correct this problem at the Airport(letter attached to minutes). Mr. Weaver asked Mr. Aust if the "pyrate" activity was still going on at the Airport. Mr. Aust replied that it was about 85-90f/a complete. That he had been advised that probably moisture sets off the reaction. Mr. Aust specified that in accordance with Radcliff's proposal, the one inch thickness proposed, would very definitely have to be a "fat inch". Nothing less would be acceptable. Mk. Aust was asked if a "test strip" had been made. Mr. Irvine stated no, but this new mixture is what is being put down now at the Mobile Airport. It was discussed the necessity of closing down the runway and how it would affect Bass Aviation's operations. Mr. Kilgore remarked that Mr. Bass was fully aware of the necessity of closing down for a week to have the work done. The best dates were discussed, consideration being given to the Grand Hotel's plans for conventions and subsequent traffic. The date for starting was decided as August 10, 1979. Radcliff asked if they would be relieved from responsibility as soon as the project was completed. They were told that as soon as the F.A.A. made their inspection and said everything was all right, the Airport Board would be agree- able to releasing them. Mr. Fruzzetti pointed out that the original contract provisions still held. Mr. Aust also discussed with Mr. Weaver the drainage work that sill needed to be finished and how he intended to complete same. The following was points agreed to: That H.O. Weaver will furnish an asphalt overlay to all asphalt areas of the airport with the exception of the Airport parking apron as set out in a meeting between concerned parties on March 23, 1979 and as per letter from Radcliff Materials to H.O. Weaver dated May 22, 1979, subject to an approved design mix, all at no cost to the City of Fairhope and with the exception of a request for release of obligation as set forth in May 22, letter. It was further agreed, H.O. Weaver agrees to move in dirt to complete work relative to drainage and shoulders. This will be done prior to resurfacing which will begin on August 10 and continue thru August 18. If such work is not completed, it will commence on August 24 to run to completion of project. The Airport Board will send a letter to H.O. Weaver setting these points out. As soon as possible after completion, the F.A.A. will be requested to make final inspection. It is understood that the original contract still stands. J.E. Gaston moved, and Russ Kilgore seconded, and motion carried unanimously that all of the above be made a part of the minutes. There followed discussion on the proposed hanger Pax. Bass wants to build at the Airport at this time. The Board moved accept JI7r. Bass' plan provided his contractor submits a detailed drawing to the Board of his proposal, and submit a request for a waiver to the F.A.A. This motion was unanimously carried. The secretary was directed to try and obtain bids on replacing the Fairhope 11micipal Airport sign which has been down for some time at the entrance of the Airport.
