The Airport Board of the City of Fairhope met on July 13, 1979 at the City
Administration Building, 387 Fairhope Avenue, Fairhope, Alabama. at 10:45 A.M.
Those present: Chairman Russ Kilgore, Member Jim Gaston
The following bills were approved for payment on motion and unanimous agreement:

Delbert Read's request to operate an "Ag" operation at the Mxdcipal Airport
was discussed(all correspondence in Airport file). Russ Kilgore and Jim Gaston
had met with Mr. Read at the Fairhope Municipal Airport to try and work out
his problem. It was again emphasized that he would have to submit written
proposal with engineer's drawings before anything further could be done.
Mr. Read stated to Mr. Kilgore and Mr. Gaston he would sunit his proposal. Shortly
Mr. Kilgore related the F.A.A. called him and related that Mr. Read had called
said that he and Mr. Gaston would not let him operate at the Fairhope Municipal
Airport. Mr. Kilgore suggested to F.A.A. arranging a meeting with Airport Board,
Mr. Read, Bass Aviation, State Board and F.A.A. Mr. Read was called and asked
if he would agree to this meeting and said"to forget it, he was leaving the
Fairhope Airport."
The Airport has received a letter from H.O. Weaver Construction Co. concerning
possible correction of the overlay on the runway at the Airport(letter attached)
If this test strip is accepted by the Airport Board, the Board would in essence
be saying once we put this down everything is O.K. and we are accepting same.
It was suggested going to look at the test strip and then talking about it further.

The $550,000 General Aviation Discretionary Grant for the Fairhope M nmic' pal Airport
has passed the U.S. House of Representatives. It is a line item, and will be
expected to go through on the 1979-1980 Fiscal Budget. Which would mean we
could get specs. together and go out on bids maybe by October. Russ Kilgore
also has a verbal commitment of $50,000 from the State Department of Aeronautics
to help with the matching finds we would have to have.
Mr. Kilgore and Mr. Gaston discussed the new hanger that Bass Aviation is proposing
to put up and the best place for it. Both thought it would be to his advantage to
place this South of his current hanger and are going to strongly suggest this opinion
to him.
Mr. Kilgore and Mr. Gaston voted to take $40,000 and purchase two Certificates
of Deposit for $10,000 for 90 days, and two Certificates of Deposit for $10,000
for six months with the First National Bank of Baldwin County. This being surplus
funds in the Airport account.
