Discussion:
JR:
Big take-away from Paige Crawford’s presentation is that the ordinance is truly up to us.
‘Being able to “entice”owner with tax incentives is a good strategy,however the city needs to be
a CLG in order to do that.The CLG also opens grants for the city and storm recovery grants for
historic properties.Need to be able to have incentives,but should start out as general as we
can,and then fine tune it after an incentive program is in place.
Discussion ensues about procedure.Ordinance comes first.Then designate Historic District.
The ordinance creates a commission,then the commission works with city council and
community to designate historic districts and process for review.
Discussion about a demolition review,which would allow a commission to communicate with
new property owners about the history of the property,possibilities and incentives for
preservation.

Questions and discussion about the legislative process,and city building codes.
GG:Preservation can be created as a modular package,i.e.different historic districts and
neighborhoods can set goals and criteria.
Specific Legal Questions:can we simply adopt the state enabling legislation,and then develop
the powers and duties after the commission is in place.
FHPC Discussed pending membership of Cynthia Rush,Shawn Graham,and Elizabeth
Williams.C.Rush advised to apply through the city.
Outcome:
JR to ask Question of City Lawyer if the Ordinance can be adopted without making specific
recommendations about certificates of appropriateness.
