HomeMy WebLinkAbout03-07-2023 Pedestrian and Bicycle Meeting MinutesFairhope Pedestrian and Bicycle Committee Meeting Minutes Date: 3/7/2023 Committee Member Attendees: Gary Gover; Rosalie Stromme; Bill Hall; Katie Bolton; Mike Walker; Morgan Russell; Chris Knight; Chris Riley Committee Member Absentees: Jack Graves Guests in Attendance: James Watkins, Fairhope Times; Corey Young, Alabama Public Radio; Citizens: Johnny Prewitt; Jenny Douglass; Carl Couret _______________________________________________________ Meeting called to order at 4:06pm. Motion carried to approve 2/7/2023 minutes. Administrative Items: It is acknowledged that the City Councilman representative (Jay Robinson) will never attend this committee meeting due to other work/business commitments. James Watkins advised committee that current attendance via Zoom does not constitute sufficient public exposure protocol. Crosswalk Painting: Chris Riley reported that the mayor approved the request to elicit the help of the Junior City Council for decorative striping ideas for crosswalk on De La Mare. **Action Item: Bill Hall will follow up with Paige to determine status of pending request. Street Shoulder between Fels and Pier: Bill Hall sent a written request to Richard Johnson on 3/2/2023 recommending committee-approved solution to this congested pedestrian/bicycle/vehicle area by painting sharrows on the roadway surface and installing “Share The Road” signs on the southbound and northbound sides of the road. To date, Richard Johnson has not responded. Katie Bolton indicated that she has a source which would provide the “Share The Road” signs whereupon the city would reimburse her for the expenditure; City of Fairhope Public Works would have to install the signs in accordance with safety and legal guidelines. **Action Item: Morgan Russell will send a written request through a dropdown menu in the “Fairhope Cycling Project” website indicating that the painted sharrows and “Share The Road” signs would improve safety along this congested section of South Mobile. Suggested location of these “Share The Road” signs: 1) at the top of the southbound hill on South Mobile near the flower bed and 2) at the Nelson Drive intersection with South Mobile for northbound traffic. Sidewalk Inventory Mapping: April 1, 2023 deadline is approaching and there is only one sidewalk area to be completed by a committee member and then this committee will be able to notify Hunter Simmons that our role in this project is completed. Katie Bolton brought the hard copy city map to the meeting and sidewalk inventory areas were notated on the map for completeness. **Action Item: Mike Walker to complete Idlewild area and the section north of Twin Beech Road, west of Thompson Hall Road and east of Greeno Road south of Morphy. Bike Repair Station and Additional Bike Racks: **Action Item: Bill Hall and Rosalie Stromme will attempt to set up a face-to-face meeting with Richard Johnson in his office to determine the status of the procurement and delivery dates of these items into City of Fairhope warehouse in anticipation of installation in the near future. Triangle Property: No further updates at this time. Twin Beech & Summer Lakes intersection: **Action Item: Bill Hall and Rosalie Stromme will attempt to set up a face-to-face meeting with Richard Johnson in his office to determine if any solutions to this safety issue have been discussed yet. Arts and Crafts Festival Bike Valet Volunteers: All times slots on all days are filled with volunteers as of this meeting. New Business: 311 Efficacy: Gary Gover suggested that another citizen-accessible web portal through the City of Fairhope be instigated to allow direct communication with city officials regarding safety issues around town. Committee members agreed that interested Fairhope residents may already stay up-to-date with pedestrian and bicycle committee safety issues through monthly meeting minutes posted publicly as is evidenced by 3 citizen attendees at this March meeting. ** Action Item: Bill Hall and Rosalie Stromme will attempt to set up a face-to-face meeting with Richard Johnson in his office to receive statistics on the ratio of 311 requests to 311 completed tasks. De La Mare Bike Racks: Bike racks on this street have been reinstalled. Next scheduled meeting: April 4, 2023 at 4pm in the Library’s Second Floor Boardroom. Meeting adjourned at 5:00pm.
