The Airport Board of the City of Fairhope met on Wednesday, January 17,
1979 at the City Administration Building, 387 Fairhope Avenue, Fairhope
Alabama with Chairman Russ Kilgore presiding.
Those Present: Jim Gaston and Don Wiggins Board Members;
Phil Bass of Bass Aviation, Inc.
A copy of a statement showing the Airport's financial condition was
presented to each member. Discussion followed on same. Russ stated
that he will get Parker & White to give him a more detailed statement
to see what they can do about some of the needed repairs at the Airport -
The progress of the runway was discussed at this time. It had been
made clear to Radcliff Materials that they will not accept the run-
way as it is. R Kilgore said he was going to arrange a meeting between
Radcliff, Weaver, and M.L. Aust and see what they could work out.
R. Kilgore said he had suggested putting an overlay on the runway but
he had not gotten favorable response, that it seems that they want to
tear up the runway and relay it. Phil Bass stated that he would be
agreeable to an overlay. That he did not see how it was possible
for him to close down the Airport for the period of time it would
require to completely tear up and relay the runway. Businesswise
it would ruin him. R. Kilgore agreed with him and said he would be
sure that all understood Mr. Bass' position.
A discussion was held on the electric department work order that R.
Kilgore had. He expl'c..ined that about $800 was needed from the Airport
Board funds, that the actual cost would be about $2100. D. Wiggins
moved, J. Gaston seconded to go ahead and order the wire needed and
have the -.City pay for the work and we would pay them as soon as poss-
ible.
Along this line, a discussion was held on the repair work that needed
to be done to the Parking Lot. It was decided to hold up on this for
the time being.
Russ informed the Board that he had a communication from the U.S. Navy
that they wished to -use the Silverhill Airport for a training field
for the Navy's Blue Angels team. That if this happened they wished
to have a restricted 4 mile perimeter and height restriction so that
commercial aircraft would not interfere with their flying.
This request seemed quite far-fetched in what they are actually asking,
and all wished in the form of a motion by Don Wiggins, seconded by Jim
Gaston to have their opposition to this proposal brought to the atten-
tion of whoever we_ had to notify as well as the legislature in Alabama.
Phil Bass at this time discussed with the Board the possibility of
his attaining some tangible assets at the Airport in order for him
to secure his future. He felt that since all initial agreements had
been met by his company and that if things continued as they now are
he would like to be in a position to realize a profit. D. Wiggins and
R. Kilgore stated that they would meet with the City Council to discuss
what Mr. Bass would like to accomplish with his company and coinciding
with the CityA position at the Airport, hoping to make a favorable agree-
ment with both.
There being no further business, the meeting was duly adjourned.
