HomeMy WebLinkAbout02-07-2023 Fairhope Pedestrian & Bicycle Committee Meeting MinutesFairhope Pedestrian and Bicycle Committee Meeting Minutes Date: 2/7/2023 Committee Member Attendees: Gary Gover; Rosalie Stromme; Bill Hall; Katie Bolton; Mike Walker; Morgan Russell; Jack Graves; Chris Knight Committee Member Absentees: Chris Riley Guests in Attendance: Bryan Flowers City Councilman representative: None were in attendance. _______________________________________________________ Meeting called to order at 4:03pm. Motion carried to approve 1/3/2023 minutes. Crosswalk Painting: Bill Hall reported that Chris Riley (absent today) did in fact send a written request to George Ladd of the City of Fairhope to elicit the help of the Junior City Council for decorative striping ideas for crosswalk on De La Mare. **Action Item: Bill Hall will follow up with either Chris Riley or George Ladd to review the next steps toward completing this project. Street Shoulder between Fels and Pier: Katie Bolton, Jack Graves and Morgan Russell met on 2/7/2023 at this shoulder area to discuss possible safe as well as legal solutions to this narrow yet heavily-congested pedestrian/bicycle/vehicle area. The subcommittee recommended that sharrows are a possible solution. Sharrows are white pavement markings showing a bicycle symbol with two chevrons on top. When a street is too narrow to fit both a lane for bicycles only and too narrow for cars and bicycles to ride side-by-side, sharrows remind bicycles and motorists that the lane must be shared. City of Fairhope already has existing sharrows on many streets (Fels, Bancroft, etc). Discussion between committee members occurred regarding the possible danger to cyclists riding northbound uphill on South Mobile Street with cars following behind. Alternative cycle routes away from South Mobile Street were suggested as a way to avoid the pedestrian/vehicle congestion such as riding along Bayview St; this is a route that locals are familiar with but out- of-town visitors currently have no way of knowing this is a safer solution. **Action Item: Bill Hall to send a written request to Richard Johnson suggesting further exploration of one of these solutions should be handled by the City of Fairhope Traffic and Safety Control Committee regarding legality of street markings, additional signage if needed, etc. Sidewalk Inventory Mapping: Committee members voted unanimously to target completion of Fairhope’s Sidewalk Inventory by April 1, 2023 as Hunter Simmons needs to have this information not only for the Safe Routes to School Program but also for the Bicycle Friendly & Safe Community Application. Hard copy city map is maintained at Katie Bolton’s business so completed updates may be written on this map either in her shop during normal business hours of Pro Cycle and Tri or at Committee monthly meetings. **Action Item: Committee members with mobile devices will complete sidewalk inventory sections as assigned below on the ARCGIS app: a) Mike Walker to complete Idlewild area and the section north of Twin Beech Road, west of Thompson Hall Road and east of Greeno Road south of Morphy; b) Morgan Russell to complete area east of Greeno Rd, north of Twin Beech Road, west of Boothe Road, and south of Fairhope Avenue. c) Bill Hall to complete Rock Creek subdivision; d) Rosalie Stromme to complete area north of Fairhope Ave, west of 181, south of Fly Creek and east of Greeno Road. Bike Repair Station and Additional Bike Racks: **Action Item: Bill Hall will follow up with Richard Johnson to determine ETA on the procurement and delivery dates of these items into City of Fairhope warehouse in anticipation of installation in the near future. When they are physically received in Fairhope, this committee will discuss the 5 locations where they could be placed to benefit the most number of riders. Triangle Property: No further updates at this time. Twin Beech & Summer Lakes intersection: Committee received a copy of 1/9/2023 email from Nigel Temple, Fairhope resident, via fairhopepedbikeada@gmail.com. **Action Item: Bill Hall will forward/discuss this pedestrian/bicycle safety concern with Richard Johnson to discuss possible solutions. New Business: 1. Bryan Flowers, in attendance, has submitted a City of Fairhope application to become a member of this committee. This committee currently has full membership but we thanked him for his interest and will keep his application on file until such time that a committee opening occurs. . 2. Arts & Crafts Festival Bike Valet service: Online volunteer registration at www.signupgenious.com will be posted soon by Bill Hall. Other websites or places to advertise not only for volunteers but also for this service: Trailblazers, Mobilians on Bikes, Fairhope Now!, What’s Happening in Fairhope, City of Fairhope main webpage, Slow Bicycle Society on the Eastern Shore, posted in Pro Cycle and Tri business, etc. Next scheduled meeting: March 7, 2023 at 4pm in the Library’s Second Floor Boardroom.
