HomeMy WebLinkAbout01-11-2023 FPSC MinutesFairhope Public Schools Commission January 11, 2023 Fairhope High School Members present: Amy Foley, Paul Hannon, Joe Kelley, Carrie McLemore, Hill Robinson, Miranda Schrubbe Members Absent: Danielle Mashburn-Myrick (E) Principals present: Julie Pierce, Caroline Hollowell - Fairhope West Elementary; Brandon Clay – J. Larry Newton Elementary; Jon Cardwell – Fairhope High City of Fairhope: Corey Martin Guest: Gary Gover Amy Foley called the meeting to order and the November minutes approved. Officer and New Member Elections Officers for 2023 were elected: Chair – Paul Hannon Vice-Chair – Joe Kelley Secretary – Miranda Schrubbe Three applicants were considered for openings created by the departure of two commission members in December. After discussion, a motion was made to elect Carrie Mackey and Shaunda Matthews to fill the open positions. Carrie will begin the 1st year of a 3-year term left vacant by Cornelius Woods, and Shaunda will begin the 2nd year of a 3-year term left vacant by Robin Coleman. City Council will be asked to make these appointments as soon as possible. P.J. will notify all 3 applicants. Review of Updated Financials John Wilson had provided updated spreadsheets prior to the meeting. Everyone reviewed the current expenditures and balances. Julie Pierce noted that she has asked John to make a correction to her current FY expenditures that will change the percent of the budget spent (it should not be 72% at the mid-year point). Jon Cardwell indicated that he will bring a funding request forward in February to provide a pay supplement for Spencer Segrest (FEE assistant principal) to be a liaison between the schools and the city sports leagues, coordinating use of Fairhope’s school sports facilities by city leagues. There was continued discussion of the reserve and carryover funds. It had been noted at the November meeting that policies need to be refined and set regarding a cap on the reserve funds, criteria and process for using reserve funds, and how to manage carryover funds. In order to develop detailed policies for these items, an ad hoc committee will come together and create a proposal for the commission to consider at the February meeting. Those serving on the committee are P.J. Hannon, Joe Kelley, Corey Martin and Jon Cardwell. New Funding Request A new funding request was submitted by Julie Pierce for Fairhope West Elementary. The request is for $14,600 for an additional P/T Instructor/Math Tutor, to be paid for out of carryover 3-mill funds. (See attached) Request was approved. The next meeting of the FPSC will be on Wednesday, February 1st at 4:30 at Fairhope West Elementary.
