Meeting of Fairhope Airport Authority
July 16, 2019
The Fairhope Airport Authority met July 16, 2019 at 4:00PM in the Council
Chambers at 161 N Section Street.
Present: Joe McEnerney, Chairman, Vince Boothe, Don Lagarde, Jack Burrell, and
Will Bruce. Absent were Chip Groner and Amy Pearson. Also present was Josh
Myrick, attorney. Cynthia A Boothe took the minutes.
The minutes of the May 21, 2019 meeting were considered and approved with a
motion by Jack Burrell, second by Vince Boothe and unanimously passed.
Fairhope Airport Authority Operations: Joe McEnerney reported that there was
one NOTAM issued at the beginning of June for three days to power wash the
striping on the runway. He also reported that one runway, seven taxiway and
seven signage lights are out. No REIL or PAPI lights were out.
Update on the Authority's insurance: Joe McEnerney introduced Robbie
Robertson, the insurance agent for the Airport, who summarized the Authority's
property insurance on the North and South Hangars. Mr. Robertson went over
the existing coverage and options for increased coverage. No action was taken to
change coverage at this time. Joe McEnerney also stated that he would continue
working with Continental Aerospace Technologies to insure they had
environmental liability insurance.
Review and approval of needed repairs to the Airport's standby generator
recommended by Gen-Co: Joe McEnerney stated that the standby generator
needs to have the radiator core replaced and some electrical work done, and the
cost will be a little over $4,500.00. Jack Burrell made a motion to authorize Joe
McEnerney to spend up to $5,000.00 for the needed repairs to the generator,
second by Will Bruce and unanimously passed.
Update of power washing/restriping of runways and taxiways: Joe McEnerney
stated that the power washing of the runways and taxiways was completed in
early June and that he felt we could power wash the runway one more time
before it had to be repainted.
Recommendation and approval of new tenant ground leases for the West Side:
Joe McEnerney reported that he received an application from Alan Goldberg for a
new hangar on the West Side. After a group discussion Vince Boothe made a
motion to authorize Joe McEnerney to negotiate a lease agreement with Mr.
Goldberg and then bring it back to the Authority for approval, second by Jack
Burrell and unanimously passed.
Update on the development of the West Side commercial park: Don Lagarde
stated that he and Joe McEnerney have been talking to commercial realtors to
see what can be done to develop and market the West Side commercial park.
Possible future events at the Fairhope Airport: Joe McEnerney summarized for
the group the past "Festival of Flights 11 that were held at the Airport and stated
that he would like to host a similar Festival in May 2020. Joe McEnerney also
stated he had asked Pam Caudill to see if the Airport could get on the rotation for
a future terminus for the Air Race Classic. After a group discussion it was decided
that the Authority would consider these events and try to find sponsors to
participate in the events.
Continental Aerospace Technologies report: David Shearer
David stated that Matt Owen is the new Director of MRO Operations at the
Airport.
Update on repair of weather stripping and rollers on T-hangars: Replacement of
weather striping on the T-hangars continues and there are seven hangars that are
left that need weather stripping.
Covering up of sky lights in South Hangar (Avionics Hangar) and Aircraft
Maintenance Building: There are eight skylights in the Aircraft Maintenance
Building that are still leaking and need to be covered.
Additional landscaping at the entrance along the North hangar: Continental
Aerospace is in the process of power washing the South hangar.
Update on disposal of abandoned aircraft at the Airport: David Shearer stated
that there are several abandoned aircraft that he is working on to identify and
resolve their status.
Changes in vehicle parking at the Airport: The reserved employee parking in front
of the Airport has been reduced to four employee spots.
Attorney's Report: Josh Myrick reported that he had received a request for
documents from the IRS with several inquiries ·attached concerning the Airport
Improvement Bond, Series 2007 . He said that he and Joe McEnerney worked with
the Authority's bond counsel, Tom Longino, to compose the responses to the
inquiries. On June 25, 2019 a certified response letter was sent to the IRS with a
bond transcript for the Series 2007. To date no other inquires have been made by
the IRS.
Josh Myrick stated that there are two leases for the East Side that are in
negotiations at this time and that the leases should be ready by the next
Authority meeting.
Engineer's Report: Hank Eubanks (Volkert)
Hank Eubanks said that there are only two items left to finish the 2018 AIP
project. One of the signs is not working and internal parts are being replaced .
There is a section of fuel resistant asphalt that needs to be replaced and after a
group discussion it was decided to replace the section with regular asphalt .
The 2019 AIP Grant for $375,000.00 has been approved and will be for the East
side access road. Then there was a group discussion about future projects and
their priorities.
Hank stated that the $250,000.00 Aeronautics Bureau grant for the construction
of a general aviation terminal has been applied for.
Treasurer's Report: In Amy Pearson's absence Joe McEnerney stated that the
financials are in good order and went over the monthly expenses .
There being no further business, the meeting was adjourned at 5:40PM.
