Minutes of Fairhope Airport Authority
January 21, 2020
The Fairhope Airport Authority met January 21, 2020 at 3:30PM in the Council
Chambers at 161 N Section Street.
Present: Joe McEnerney, Chairman, Will Bruce, Don Lagarde, Vince Boothe and
Jack Burrell who joined the meeting at 3:50PM . Chip Groner and Amy Pearson
were absent. Also present was Josh Myrick, Attorney. Cynthia A Boothe took the
minutes .
The minutes of the December 17, 2019 were considered and approved with a
motion by Don Lagarde, second by Will Bruce and unanimously passed .
Fairhope Airport Authority Operations: Joe McEnerney reported that the
Runway status is good and there were no NOTAMS issued. He also reported there
are five runway and 3 taxiway lights out and they are being repaired.
Update of the Flight Feeder system: David Shear stated that he and Chip Groner
have chosen the Flight Aware program and are in the process of having the
system set up.
Review of the annual inspection by the Alabama Aeronautics Bureau of the H L
"Sonny" callahan Airport: Joe McEnerney shared with The Board the annual
inspection by the Alabama Aeronautics Bureau of the H L "Sonny" Callahan
Airport and stated that the report showed no major problems on ty a few repairs
that need to be addressed.
Discussion of the development of the 62 acres on the east side south of the new
hangar plats: Don Lagarde stated that he has had discussions with Zach McNeil!
who is jnterested in b_uying land on the east side but he will need to speak to
Graham Coffelt with the FAA's Southern Region Airports District Office before any
decisions can be made .
Update on the revised H L "Sonny'' Callahan Airport Security Plan : Joe stated
that the security plan revisions have been made and it has been sent in .
Review of the "Ultimate" T-hangar build-out for the southwest side of the
Airport: Joe McEnerney stated that Hank Eubanks of Volkert sent out two
different plans for T-hangars to all the Authority members for them to look at and
whichever plan that is decided on will be included in the new Airport plan update.
These plans are subject to future revisions
Update on the development of new plats on the southwest side of the Airport:
Don Lagarde stated that Don Hansen of Fairhope Hangar Partners is ready to sign
a lease for box hangars on the southwest side as soon as the Authority completes
their revisions of the lease agreement.
Attorney's Report: Josh Myrick
No change in the IRS audit for the Airport Improvement Bonds, Series 2007
Update on the recovery for south side fence repair: Josh reported that he has
filed with the small claims court to try to recover the cost of the fence repairs and
he should have a result to report by the March meeting.
Review and approval of the changes to the Authority's standard hangar lease: All
changes presented have been made.
Update on negotiations with tenants for ground leases for the East Side:
Plat 10-Josh stated that he had not heard from the applicant so the plat will
be considered not leased.
Plat 11-Joe McEnerney stated that he has talked to the applicant who
stated that they still plan on moving forward with the lease.
Plats 13 and 14-Josh stated that he would send the applicant a lease.
Continental Aerospace Technologies report: David Shear
Additional landscaping at the entrance along the North hangar: David has an
estimate for the cost of a fence to screen the side of the building and it would be
$3,000 for a wooden fence and $6,000for a metal fence. Vince Boothe made a
motion to install a wooden fence, second by Jack Burrell and unanimously passed.
The hangar will also be power washed.
Update on the disposal of the abandoned aircraft at the Airport: Josh Myrick
stated that he has made every attempt to contact the owner who has until
January 25, 2020 to contact him or the aircraft can be disposed of by the Fairhope
Airport Authority. A motion was made by Don Lagarde to donate the aircraft to
the Aviation School after the expiration of the notice, second by Will Bruce and
unanimously passed .
David Shear stated that there are three more abandoned aircraft that he is
working on trying to get the owners to remove them from the airport.
Audit of aircraft owner's liability insurance for Fairhope based aircraft: David
Shear reported that he had verified all but three aircraft.
Opening of the east side for new apron area for use : Joe McEnerney stated that
he would check with Hank Eubanks of Volkert to see if any additional painting or
barriers need to be added before the new apron is opened. Don Lagarde was
willing to help Joe with this project.
Repair of fence on Bishop Road: Joe McEnerney stated that the fence has been
repaired at a cost of $2,500.00.
Engineer's Report:
Update on 2019 AIP construction project on the East Side: Vince Boothe stated
that the project is complete except for a few minor repairs and cleanup .
Electric gate for the east side: Joe McEnerney stated that he thinks he may have
found a gate that would be less expensive than the gate the Authority was
originally proposed. However, the gate is not necessary until they have some
hangars being built on the east side. Vince Boothe asked if there was electricity
available to operate the gate and Joe stated that there is electricity on both sides
of the gate .
Treasurer's Report: Joe McEnerney stated that the financials are in good order
and went over the expenses for December. He also reported that the 2018 AIP
grant is currently being audited pursuant to the FAA's "single audit"
requirements. The audit is being conducted currently by Warren Averett.
Other Business: Will Bruce reported that he had been trying to get in touch with
David Keller to take over maintaining the website but has been unable to reach
him so he will get in touch Abe Harper to see if he would be interested.
Amy Pearson joined the meeting at 4:10PM.
Economic Development of the Airport and potential leasing of Airport land
sales. Executive session pursuant to 36-2SA 7(a) (6) and (7) Land Sales and
Commerce/Trade secrets
A motion was made by Amy Pearson to go into executive session for
approximately 25 minutes, second by Vince Boothe and unanimously passed by
roll call at 4:15PM.
At 5:03PM the meeting was reconvened with a motion by Amy Pearson, second
by Jack Burrell and unanimously passed.
Don Lagarde stated that he would like to amend the lease for Fairhope Hangar
Partners to have the members name the Airport Authority as additionally insured
on their individual aircraft policies. Jack Burrell made a motion to approve the
January 8, 2020 revised lease for Fairhope Hangar Partners subject to making the
Airport Authority additionally insured, second by Don Lagarde and unanimously
passed.
There being no further business, a motion was made to adjourn the meeting by
Jack Burrell, second by Amy Pearson and unanimously passed at 5:08PM.
